Abstract
Studi ini menggambarkan tentang kualitas dan integritas Komisi Pemilihan Umum Kota Cimahi dalam penyelenggaraan Pilgub Jabar 2018. Tujuan penelitian yaitu untuk memperoleh data dan gambaran secara aktual dan faktual tentang kualitas penyelenggara, dari pengawalan terhadap jalannya Pilgub Jabar 2018 yang berkualitas dan menumbuhkan kepercayaan publik terhadap lembaga penyelenggara Pemilu, melalui tujuh indikator penyelenggara Pemilu yang berintegritas yaitu; Independen, imparsial, profesional, keterbukaan, akuntabel, efesien dan melayani. Dengan menggunakan pendekatan kualitatif, data diperoleh dengan tiga cara yakni wawancara, studi dokumentasi, dan observasi. Hasil penelitian menunjukkan bahwa integritas KPU Kota Cimahi sebagai lembaga yang independen dan netral juga kualitas KPU dalam meningkatkan partisipasi masyarakat dalam penyelenggaraan Pilgub Jabar 2018 sangat penting untuk menciptakan kehidupan demokrasi di tingkat daerah. Setelah dikaji secara keseluruhan dapat disimpulkan bahwa Pilgub Jabar 2018 yang diselenggarakan oleh KPU Kota Cimahi telah memenuhi prinsip-prinsip penyelenggara Pemilu yang berintegritas;---This study describes the quality and integrity of the Cimahi City KPU in the implementation of the 2018 West Java Governor Election. The purpose of the research is to obtain actual and factual datas and descriptions of the quality of the executors, starting from escorting the quality of the 2018 West Java Governor Election and fostering public trust in the organizing institution of the election through seven indicators of the integrated executors known as:independent, impartial, professional, transparent, accountable, efficient and service-minded. By using a qualitative approach, it is obtained in three ways namedinterviews, documentation studies, and observations. The resultshows that the integrity of the Cimahi City KPU as an independent and neutral institution as well as the quality of the KPU in increasing community participation in the implementation of the 2018 West Java Governor Election is very important to create democratic life at the regional level. After reviewing it as a whole, it can be concluded that the 2018 West Java Governor Election held by the Cimahi City KPU has fulfilled the principles of integrated election.
