Abstract

Waduk Jatigede diresmikan oleh pemerintah pada pertengahan tahun 2015. Masyarakat yang mendiami wilayah genangan harus direlokasi ke tempat lain karena tergenang oleh luapan air dari Waduk Jatigede. Penelitian ini bertujuan untuk menganalisis tingkat kesejahteraan masyarakat terdampak pembangunan Waduk Jatigede. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif pendekatan kuantitatif dengan teknik analisis persentase dan skoring. Hasil penelitian menunjukkan bahwa berdassarkan indikator kesejahteraan menurut BPS 2015 sebanyak 73% masyarakat terdampak memiliki tingkat kesejahteraan sedang. Sedangkan masyarakat dengan kategori kesejahteraan rendah sebanyak 26% dan kategori kesejahteraan tinggi hanya 1%. Faktor paling dominan terhadap kesejahteraan masyarakat terdampak yaitu tingkat pendapatan, pengeluaran, kualitas pendidikan dan kemudahan mengakses teknologi informasi dan komunikasi. Faktor lain yang berpengaruh terhadap kesejahteraan masyarakat terkait keberadaan relokasi yaitu jarak dan keterjangkauan dari fasilitas umum. Masyarakat yang tinggal di blok relokasi sebelah timur dari Waduk Jatigede memiliki akses terhadap fasilitas umum yang kurang memadai. Seperti akses menuju jalan raya, sarana kesehatan dan pendidikan sehingga mempengaruhi aktifitas masyarakat yang bisa dilakukan yaitu mencari sumber pendapatan dan pemenuhan kebutuhan hidup. Peneliti merekomendasikan perlu adanya perhatian lebih dari berbagai pihak kepada masyarakat terdampak, terutama peran pemerintah dalam perbaikan dan pengembangan prasarana seperti jalan, untuk menunjang segala aktifitas yang bisa dilakukan oleh masyarakat dalam memenuhi dan memperbaiki kebutuhan hidup.---------The Jatigede Reservoir was inaugurated by the government in mid 2015. Communities living in the inundation area must be relocated to another place because it was flooded by overflowing water from the Jatigede reservoir. This study aims to analyze the level of welfare of the people affected by the construction of the Jatigede Reservoir. The method used in this research is descriptive quantitative approach with percentage analysis and scoring techniques. The results showed that based on welfare indicators according to BPS 2015 as many as 73% of affected people had moderate welfare levels. While the people with low welfare category were 26% and the high welfare category was only 1%. The most dominant factors on the welfare of affected communities are the level of income, expenditure, quality of education and ease of accessing information and communication technology. Another factor influencing community welfare related to the existence of relocation is distance and affordability from public facilities. Communities living in the relocation block east of the Jatigede Reservoir have inadequate access to public facilities. Such as access to the highway, health and education facilities that affect community activities that can be done, namely finding sources of income and meeting the needs of life. The researcher recommends the need for more attention from various parties to the affected communities, especially the role of the government in the improvement and development of infrastructure such as roads, to support all activities that can be done by the community in meeting and improving living needs.
