Abstract
ABSTRAK Pada umumnya pengelolaan DAS untuk mengoptimalkan sumber daya air dilakukan sesuai prosedur perencanaan yang terkait. Menurut Undang-undang No. 7 Tahun 2004 tentang Sumber Daya Air, pengelolaan sumber daya air adalah upaya dalam merencanakan, melaksanakan, memantau, dan mengevaluasi kegiatan konservasi sumber daya air, pendayagunaan sumber daya air, dan pengendalian daya rusak air. Tujuan penelitian (1) merancang model konseptual informasi keruangan hidrologis berbasi GIS, GPS, DTM dan Citra Satelit untuk perancangan operasi dan perawatan infrastruktur, (2) membuat model fungsional dari hasil permodelan konseptual, (3) mengimplementasikan permodelan fungsional. Metode pemecahan masalah adalah dengan deskriptif dan teknik analisis yang digunakan analisis keruangan dan matriks. Kesimpulan penelitian (1) model konseptual hasil analisis matrik menyimpulkan peta dasar yang digunakan harus berskala sedang (lingkup DAS Citarum) dan merujuk pada informasi baku yang digunakan oleh PSDA (Pengembangan Sumber Daya Air), (2) model fungsional hasil analisis matriks menyimpulkan jumlah komponen informasi spasial yang harus disajikan adalah 4 komponen informasi spasial titik (point), 11 komponen informasi spasial garis (line), 9 komponen informasi spasial area (polygon) serta 9 komponen informasi spasial teks (annotation), (3) implementasi model hasil analisis matrik menghasilkan kesatuan informasi grafis polygon untuk batas desa, batas kecamatan, batas kabupaten, batas provinsi, badan air dan embung , tutup lahan, penggunaan lahan, kemiringan lereng, jenis tanah, daerah potensial gempa yang disimpan dalam tingkatan record dan file. Kesatuan informasi grafis point untuk stasiun curah hujan dan badan air yang disimpan dalam tingkatan record dan file. Kesatuan informasi line untuk badan air dan embung yang disimpan dalam tingkatan record dan file. Kata kunci : daerah aliran sungai informasi, keruangan, hidrologis, perancangan, operasi, perawatan. ABSTRACT According to Law No. 7 of 2004 concerning Water Resources, the management of water resources is an effort in planning, implementing, monitoring, and evaluating the activities of conserving water resources, utilizing water resources, and controlling the destructive force of water.The research objectives (1) design a conceptual model of GIS-based, GPS, DTM and satellite imagery hydrological spatial information for the design of infrastructure operations and maintenance, (2) create functional models from the results of conceptual modeling, (3) implement functional modeling. The problem solving method is descriptive and analytical techniques used in spatial and matrix analysis. Research conclusions (1) the conceptual model of the matrix analysis concludes that the base map used must be of medium scale (the scope of the Citarum watershed) and refer to the standard information used by the PSDA (Water Resources Development), (2) the functional model of the matrix analysis concludes the number of components spatial information that must be presented are 4 components of point spatial information, 11 components of line spatial information, 9 components of spatial area information (polygons) and 9 components of spatial text information (annotation), (3) model implementation of matrix analysis results produce polygon graphic information unit for village boundaries, sub-district boundaries, district boundaries, provincial boundaries, water bodies and reservoirs, land cover, land use, slope, soil type, earthquake potential areas which are stored in record and file level. Unity of graphic point information for rainfall stations and water bodies stored in record and file levels. Unity of line information for water bodies and reservoirs stored at record and file level.
