Abstract

ABSTRAK Skripsi ini berjudul “Kebijakan Pemerintahan Myanmar terhadap Etnis Rohingya (1990-2016)”. Penulisan skripsi dilatarbelakangi ketertarikan penulis untuk melakukan kajian lebih mendalam tentang sejarah kawasan Asia Tenggara yaitu negara Myanmar. Penelitian ini dilakukan karena masalah kebijakan pemerintahan Myanmar yang tidak memperhatikan etnis Rohingya. Dari kajian permasalahan tersebut muncul pertanyaan “Bagaimana Kebijakan Pemerintah Myanmar terhadap Etnis Rohingya di Myanmar (1990-2016)”?. Pertanyaan tersebut dapat dijawab dengan menggunakan metode penelitan sejarah yang terdiri dari empat tahap yaitu pengumpulan sumber, kritik sumber, interpretasi, dan historiografi. Penelitan tersebut membutuhkan analisis menggunakan pendekatan interdisipliner dalam kajian ilmu sosial dan politik. Ditemukan dari hasil penelitan bahwa masalah kebijakan junta militer di Myanmar terhadap etnis Rohingya dikarenakan permasalahan identitas etnis Rohingya sehingga kurang diperhatikan, junta militer di Myanmar cukup kuat dengan kebijakan lebih menekankan pada keamanan militer. Kebijakan tersebut bisa dilihat dari perdana menteri. Permasalahan kebijakan tersebut menimbulkan dampak terhadap etnis Rohingya dan membuka peran internasional pada permasalahan tersebut. Skripsi ini diharapkan menjadi referensi bagi penulis yang lain yang akan mengkaji kebijakan pemerintah terhadap etnis Rohingya di Myanmar yang masih memiliki bagian yang belum dibahas secara mendalam dalam aspek ekonomi, pendidikan, dan sosial budaya. Kata kunci: Etnis Rohingya, Junta Militer, Kebijakan Pemerintah, Myanmar ABSTRACT This paper is titled "Myanmar Govenrment Policy towards Rohingya Ethnic (1990-2016)". The paper is motivated by the author's interest in conducting a more in-depth study of the history of the Southeast Asia region, namely Myanmar. This research was carried out because of the issue of the government policy that has not been completed until now. From the study of the problem, the question arises, "How is the Myanmar Government Policy Against the Rohingya in Myanmar (1990-2016)?" These questions can be answered using the method of historical research which consists of four stages, namely the collection of sources, source criticism, interpretation, and historiography. Such research requires analysis using an interdisciplinary approach in social and political studies. It was found from the results of the research that the problem of the military junta policy in Myanmar against the Rohingya ethnicity was due to the problem of Rohingya ethnic identity that it was less noticed, the government in Myanmar was strong enough with policies emphasizing military security. The policy can be seen from government. The issue of the policy has an impact on the Rohingya ethnicity and opens up an international role in the issue. This paper is expected to be a reference for other writers who will study the military junta's policy towards Rohingya in Myanmar which still has a part that has not been discussed in depth in economic, educational and socio-cultural aspects.
