Abstract

Skripsi ini berjudul “Kebijakan-kebijakan pada Masa Pemerintahan Kabinet Wilopo di Indonesia Tahun 1952-1953”. Kabinet Wilopo merupakan kabinet ketiga yang pernah berkuasa di Indonesia. Tujuan penulisan skripsi ini yaitu untuk mengidentifikasi kebijakan-kebijakan yang dikeluarkan Kabinet Wilopo dalam menyelesaikan persoalan-persoalan yang dihadapi negara Indonesia. Metode penelitian yang digunakan adalah metode historis menurut Helius Sjamsuddin, meliputi pengumpulan sumber (heuristik), kritik sumber, dan historiografi. Ketertarikan penulis terhadap penelitian ini didasarkan pada masa Kabinet Wilopo terjadi peristiwa 17 Oktober 1952 yang merupakan puncak perselisihan antara Pimpinan Angkatan Darat dengan parlemen. Adapun temuan dalam penelitian ini, yaitu bahwa kebijakan Kabinet Wilopo di bidang perburuhan dan ekonomi dipengaruhi oleh latar belakang politik Wilopo yang pernah mengisi jabatan di dua kementerian tersebut. Pemogokan yang sering terjadi sebelumnya dapat diatasi dengan menyusun Undang-Undang Perburuhan yang tujuannya untuk meningkatkan kesejahteraan kaum buruh. Di bidang ekonomi, Kabinet Wilopo mengeluarkan kebijakan ekspor dan impor untuk meningkatkan produksi dan pemenuhan produksi nasional. Kebijakan politik luar negeri Kabinet Wilopo yaitu memperbaiki citra Indonesia yang sempat dianggap memihak ke salah satu kekuatan besar di dunia dengan melanjutkan prinsip politik luar negeri yang bebas aktif. Kemudian dalam mengatasi tuntutan dari aksi 17 Oktober 1952 yaitu diselengarakannya pemilu, maka Kabinet Wilopo menjamin terselesaikannya RUU Pemilu dalam waktu dekat. Berakhirnya Kabinet Wilopo disebabkan oleh penarikan dukungan dari PNI sebagai partai koalisi pemerintahan atas ketidakmampuan pemerintah dalam menyelesaikan persoalan pembebasan lahan di Tanjung Morawa. ;---This thesis entitled "The Policies during the reign of Wilopo Cabinet in Indonesia 1952-1953". Cabinet Wilopo is the third cabinet ever in power in Indonesia.The purpose is to identify the policies of the Cabinet of Wilopo in solved the state problems. The method is the historical method by Helius Sjamsuddin, includes the collection of sources (heuristics), source criticism, and historiography. The authors' interest was based on the incidents on October 17, 1952. The culmination of a dispute between the Army Chief and the parliament. The findings, that the policy of the Wilopo Cabinet on labor and the economy was influenced by Wilopo's politics. The frequent strikes can be overcome by the Labor Act to improve the welfare of the workers. In the economic field, the Wilopo Cabinet issues export and import policies to increase production and fulfill national production. Furthermore, by improving the image of foreign politics that was considered in favor of one of the great powers in the world by continuing the principle of active foreign policy. Then the domestic policy of politics to quickly conducted the general election by completing the Election Bill in the near future which became one of the demands of the action of 17 October 1952.The end of the Cabinet was caused by the withdrawal of support from the PNI as a coalition government party over the government's inability to resolve land acquisition issues in Tanjung Morawa.
