Abstract

Kompetensi pengelola merupakan pengetahuan dan keterampilan yang perlu dimiliki oleh pengelola dalam mengelola PKBM. Terdapat kesenjangan antara kualifikasi untuk menjadi pengelola PKBM menjadi dasar penelitian ini dilaksanakan. Penelitian ini membahas tentang pengaruh latar belakang diklat dan pengalaman kerja terhadap kompetensi pengelola PKBM di Kabupaten Pandeglang. Pengalaman kerja pada penelitian merupakan pengalaman mengelola PKBM. Penelitian ini mencangkup lima PKBM yang berada di Kecamatan Labuan, Kecamatan Panimbang, Kecamatan Sobang, dan Kecamatan Sukaresmi. Setiap pengelola PKBM memiliki kompetensi pengelola yang berbeda – beda, sehingga peneliti berasumsi bahwa kompetensi yang dimiliki oleh masing – masing pengelola dipengaruhi oleh latar belakang diklat dan pengalaman kerja di Kabupaten Pandeglang. Metode penelitian yang digunakan pada penelitian ini yaitu metode deskriptif, dengan pendekatan kuantitatif. Alat yang digunakan untuk mengumpulkan data berupa angket, jumlah populasi pada penelitian ini sebanyak 45, dengan jumlah populasi sebanyak 45 maka sampel yang didapat sebanyak 40. Hasil penelitian menunjukan terdapat pengaruh yang positif dan signifikan antara latar belakang diklat dan pengalaman kerja terhadap kompetensi pengelola PKBM. latar belakang diklat dilihat berdasarkan jenis diklat, jenjang diklat, jumlah jam pertemuan diklat, peserta diklat, dan waktu pelaksanaan diklat. Pengalaman kerja dilihat berdasarkan masa kerja, pengalaman merancang program PKBM, prestasi kerja, dan tingkat pengetahuan dan keterampilan yang dimiliki. Kompetensi pengelola dapat dilihat berdasarkan kompetensi kepribadian, kompetensi sosial, kompetensi manajerial, dan kompetensi sikap kewirausahaan. Variabel latar belakang diklat dan pengalaman kerja memiliki pengaruh kuat terhadap kompetensi pengelola. Seseorang yang memiliki latar belakang diklat dan pengalaman kerja mampu mengelola dan merancang program PKBM dengan baik dan benar, seseorang yang mempunyai latar belakang diklat mampu mengikuti perkembangan ilmu pengetahuan dan teknologi dalam mengelola PKBM sehingga dapat merancang kurikulum, dan sarana - parasarana sesuai dengan kebutuhan. Seseorang yang memiliki pengalaman kerja berpengaruh terhadap kompetensi sehingga mampu merancang program dan dapat mengatasi permasalahan dalam mengelola PKBM Kata kunci: Lembaga PKBM, Latar Belakang Diklat, Pengalaman Kerja, Kompetensi Pengelola PKBM The manager competence is knowledge and ability which it needed by manager to manage PKBM. This research discuss about the influence background of training program and work experiences on the competence of PKBM manager in Pandeglang District. The work experiences of the research is experience in managing PKBM. This research cover of 5 PKBM where located in Labuan Subdistrict, Panimbang Subdistrict, Sobang Subdistrict, and Sukaresmi Subdistrict. Every managers of PKBM have different competence in managing it, since that the researcher has assumption that every competences of manager influence by training program’s background also work experiences in Pandeglang District. The method which used in this research is descriptive method with quantitative approached. The instrument which used to collect the data is inquiry/questionnaire, the number of population on this research as many as 45, since the number of population is 45, so the sample which we got is 40. The result of this research show the positive and significant influence between training program’s background and work experiences on manager competence of PKBM. The background of training program seen by the kinds of training programs, the length of training program, total hour of training meeting, training participants, and time realization of training program. Work experiences looked based on the length of works, experience in arrange PKBM program, work achievements, level of knowledge, and potential skill. Manager competence can be seen based on personal competence, social competence, managing competence, and attitude of entrepreneurship competence. The background variable of training program and work experiences have strong influence on competence of manager. Someone who has training program background and work experiences able to manage and organize PKBM program nicely and trusted, someone who has training program background able to follow development of knowledge and technology on managing PKBM, so we can manage the curriculum, facilities, and infrastructures necessarily. Someone who has work experiences, they can feel the successful and failure on managing program, so on managing program they are professional to manage the all problems.
