Abstract

Penelitian ini bertujuan untuk mengetahui kinerja keuangan Pemerintah Kabupaten dan Kota di Provinsi Kalimantan Timur berdasarkan rasio kemandirian keuangan daerah, rasio efektivitas PAD, rasio aktivitas, dan rasio pertumbuhan pendapatan. Data yang digunakan adalah data kuantitatif dengan sumber data sekunder yang diperoleh dari laman Direktorat Jenderal Perimbangan Keuangan tahun anggaran 2017-2021. Metode penelitian menggunakan analisis deskriptif kuantitatif. Populasi dan sampel penelitian ini adalah 7 pemerintah kabupaten dan 3 pemerintah kota. Hasil penelitian menunjukkan bahwa kinerja keuangan kabupaten di Kalimantan Timur tahun anggaran 2017-2021 dari rasio kemandirian rendah sekali dengan rata-rata 8% dan pemerintah kota sebesar 28% dengan kriteria rendah. Rasio efektivitas kabupaten dan kota memperoleh kriteria sangat baik dengan rata-rata pemerintah kabupaten sebesar 116% dan pemerintah kota sebesar 108%. Baik pemerintah kabupaten maupun kota, keduanya masih memprioritaskan alokasi dananya untuk belanja rutin (operasi) dibandingkan belanja modal (pembangunan). Rata-rata rasio pertumbuhan pendapatan baik di pemerintah kota maupun kabupaten tumbuh positif masing-masing sebesar 3%. Kalimantan Timur belum siap menjadi Ibu Kota Negara dilihat dari tingkat kemandirian dan pertumbuhan pendapatan yang sangat rendah sehingga tidak memberikan kontribusi terhadap pertumbuhan ekonomi dan daerah yang pro-investasi. Namun, dilihat dari tingkat efektivitas PAD, Kalimantan Timur sudah siap menjadi Ibu Kota Negara. This study aims to determine the financial performance of district and city governments in East Kalimantan Province based on the regional financial independence ratio, the effectiveness ratio, the activity ratio, and the income growth ratio. The data used is quantitative data with secondary data sources obtained from the website of the Directorate General of Fiscal Balance for the 2017-2021 fiscal year. The research method uses quantitative descriptive analysis. The population and sample of this study are 7 district governments and 3 city governments. The results of the study show that the financial performance of districts in East Kalimantan for the 2017-2021 fiscal year from the independence ratio is very low with an average of 8% and the city government is 28% with low criteria. The effectiveness ratio of districts and cities obtained very good criteria with an average district government of 116% and city government of 108%. Both district and city governments still prioritize the allocation of funds for routine expenditure (operations) over capital expenditure (development). The average income growth ratio for both city and district governments grew positively by 3% each. East Kalimantan is not ready to become the National Capital City in terms of its level of independence and very low income growth so that it does not contribute to economic growth and is a pro-investment area. However, judging from the level of effectiveness of original local government revenue, East Kalimantan is ready to become the National Capital.
