abstract: Penelitian ini bertujuan untuk mengetahui bagaimana fiscal stress
berpengaruh terhadap pertumbuhan pendapatan asli daerah dan pertumbuhan
belanja modal pada pemerintah provinsi di Indonesia tahun 2012 hingga 2014.
Populasi dari penelitian ini adalah seluruh Pemerintah Provinsi di Indonesia
sebanyak 34 pemerintah provinsi. Sampel ditentukan berdasarkan purposive
sampling, sehingga berdasarkan sampling tersebut didapatkan 31 pemerintah
provinsi yang menjadi sampel pada penelitian ini. Peneliti menggunakan data
sekunder yang didapatkan dari website www.djpk.go.id berupa Laporan Realisasi
Anggaran Pendapatan dan Belanja. Pengujian hipotesis pada penelitian ini
menggunakan uji statistik regresi Data Panel. Fiscal stress diukur dengan
menggunakan model perhitungan yang diperkenalkan oleh Skidmore & Scorsone
(2010). Dari hasil pengujian, didapatkan bahwa terdapat pengaruh fiscal stress
terhadap pertumbuhan pendapatan asli daerah pemerintah provinsi dan fiscal
stress berpengaruh terhadap pertumbuhan belanja modal pemerintah provinsi di
Indonesia.---------This study aims to determine how fiscal stress affects the growth of
regionally generated revenue and capital expenditure growth in provincial
governments in Indonesia from year 2012-2014. The population of this study is
the entire Provincial Government in Indonesia as many as 34 provincial
governments. The sample is determined based on purposive sampling and
obtained 31 provincial governments are sampled in this study. Researchers use
secondary data which is obtained from website www.djpk.go.id in the form of
Budget Realization Report of Revenue and Expenditure. Testing the hypothesis in
this research uses panel data regression statistical tests. Fiscal stress was
measured using a calculation model introduced by Skidmore & Scorsone (2010).
The results of the hypothesis testing was found that there is a fiscal stress effect on
the growth of provincial government regionally generated revenue in and fiscal
stress affects the growth of provincial government capital expenditure in
Indonesia from year 2012-2014.
