Ecological Citizenship (Kesadaran, Partisipasi Warga Negara, dan Kebijakan Pemerintah) dalam Memanfaatkan Lingkungan: Kasus di Kelurahan Sungai Miai Kecamatan Banjarmasin Utara Kota Banjarmasin. Tujuan Penelitian ini adalah (1) menganalisis kesadaran warga negara dalam memanfaatkan lingkungan tempat tinggal; (2) mengkategorikan partisipasi warga negara dalam memanfaatkan lingkungan tempat tinggal; dan (3) menelaah kebijakan pemerintah desa dalam memanfaatkan lingkungan tempat tinggal. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi. Partisipan dalam penelitian ini adalah Lurah Sungai Miai, LPMK Sungai Miai, RW. 02, RT. 13, Ketua Penggerak Kampung Iklim Lestari, Kader Kampung Iklim Lestari, dan Warga Masyarakat Kampung Iklim Lestari Kelurahan Sungai Miai. Analisis data dalam penelitian ini mengikuti tahapan dari Miles et al. (2014) yang meliputi kondensasi data, tampilan data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: (1) Kesadaran warga negara dalam memanfaatkan ekosistem rawa pasang surut terbentuk melalui integrasi persepsi, pengetahuan, sikap, dan perilaku yang melahirkan Kewarganegaraan Ekologis adaptif sekaligus menjadi modal sosial ekologis bagi keberlanjutan lingkungan dan kesejahteraan sosial. (2) Partisipasi warga berkembang dari keterpaksaan menuju kesukarelaan dengan memadukan mekanisme formal, nonformal, kerja langsung, dan dukungan tidak langsung, sehingga membentuk keterlibatan ekologis dan sosial dalam menjaga ekosistem sekaligus memperkuat kohesi komunitas. (3) Kebijakan pemerintah desa berfungsi sebagai instrumen kolaboratif yang menggabungkan legitimasi formal dengan nilai komunitas melalui prinsip konsistensi, transparansi, akuntabilitas, keadilan, partisipasi, efektivitas, dan efisiensi, yang menghasilkan tata kelola lingkungan yang adaptif, inklusif, dan berkelanjutan. Simpulan dalam penelitian ini bahwa kesadaran ekologis, partisipasi warga negara, dan kebijakan pemerintah desa dalam memanfaatkan lingkungan tempat tinggal membentuk sebuah sistem yang saling terkait dan saling memperkuat untuk mendukung keberlanjutan sosial-ekologis di lingkungan lahan basah. Ecological Citizenship (Awareness, Citizen Participation, and Government Policies) in Environmental Utilization: A Case Study in Sungai Miai Village, North Banjarmasin Subdistrict, Banjarmasin City. Promoter: Dadang Sundawa, Co-Promoter: Prayoga Bestari, Member: Wahyu. This study aims to: (1) analyze citizens' awareness in utilizing their living environment; (2) categorize citizen participation in utilizing their living environment; and (3) examine village government policies regarding the utilization of the living environment. This research adopts a qualitative approach with a phenomenological method. The participants in this study include the Head of Sungai Miai Village, the LPMK of Sungai Miai, RW 02, RT 13, the Chairperson of the Kampung Iklim Lestari Movement RW 02, the Kader of Kampung Iklim Lestari, and the residents of RT 13 RW 02 in Sungai Miai Village. Data analysis in this study follows the stages outlined by Miles et al. (2014), which include data condensation, data display, and drawing conclusions. The results show that: (1) Citizens' awareness in utilizing the tidal swamp ecosystem is shaped through the integration of perceptions, knowledge, attitudes, and behaviors, resulting in adaptive ecological citizenship and serving as ecological social capital for environmental sustainability and social welfare; (2) Citizen participation evolves from compulsion to voluntarism by combining formal mechanisms, non-formal efforts, direct work, and indirect support, thus forming ecological and social involvement in ecosystem preservation while strengthening community cohesion; (3) Village government policies function as a collaborative instrument that combines formal legitimacy with community values through principles of consistency, transparency, accountability, justice, participation, effectiveness, and efficiency, ultimately leading to adaptive, inclusive, and sustainable environmental governance. The conclusion of this study is that ecological awareness, citizen participation, and village government policies in utilizing the living environment form an interconnected and mutually reinforcing system that supports social-ecological sustainability in wetland environment.
