abstract: Tujuan penelitian ini adalah untuk mengetahui kondisi Kebijakan Pembinaan Dan Pengembangan Olahraga Prestasi di Provinsi Sumatera Selatan. Studi Mixed Method digunakan dalam penelitian ini berdasarkan Sport Policy Leading Into International Succes (SPLISS). Penelitian kuantitatif menggunakan studi Deskriptif menggunakan kuesioner Inventory Sport Policy (ISP) kepada 30 Pemangku Kebijakan dan akademisi serta Elite Sport Climate (ESC) kepada 112 Atlet, 30 Pelatih, dan 30 Direktur Performa. Penelitian kualiatatif menggunakan wawancara semi-terstuktur dengan Braun and Clarke’s thematic analysis model terhadap 20 orang pemangku kebijakan dan akademisi, 15 atlet, 15 pelatih dan 10 Direktur Performa. Temuan studi kuantitatif menunjukkan Dari sembilan aspek yang diidentifikasi, Pilar 6 (29,1%) dan Pilar 1 (25,0%) menjadi kendala dengan keterbatasan anggaran dan sarana masih menjadi kendala utama dalam pengembangan Elite Sports. Pilar 9 (23,2%), Pilar 4 (22,2%) dan Pilar 2 (21,2%) menjadi kendala dengan rendahnya pemanfaatan penelitian untuk pengembangan, koordinasi lintas lembaga dan sistem pembinaan atlet yang lebih sistematis. Pilar 8 (20,1%) dan 7 (20,9%) dengan kendala akses menuju kompetisi dan dukungan pelatih. Pilar 5 (19,3%) dan dan Pilar 3 (19,0%) menunjukkan bahwa kesejahteraan atlet setelah pensiun belum menjadi prioritas disertai rendahnya partisipasi masyarakat dalam olahraga. Penelitian Kualitatif menunjukkan permasalahan utama dalam olahraga prestasi di Sumatera Selatan meliputi rendahnya infrastruktur, kelemahan dalam manajemen organisasi, kebijakan yang tidak efektif, serta sistem kompetisi dan pengembangan atlet yang masih belum optimal. Organisasi olahraga perlu memperbaiki sistem manajemen dan koordinasi mereka agar program pembinaan berjalan lebih efektif. Reformasi Kebijakan dan Pendanaan Olahraga mendorong penguatan sistem evaluasi kebijakan agar setiap program yang dijalankan memiliki dampak yang terukur.

The purpose of this study was to determine the condition of the Sports Achievement Development and Coaching Policy in South Sumatra Province. Mixed Method study was used in this study based on Sport Policy Leading Into International Succes (SPLISS). Quantitative research used a Descriptive study using the Inventory Sport Policy (ISP) questionnaire to 30 Policymakers and academics and Elite Sport Climate (ESC) to 112 Athletes, 30 Coaches, and 30 PDs. Qualitative research used semi-structured interviews with Braun and Clarke's thematic analysis model to 20 Policymakers and academics, 15 Athletes, 15 Coaches and 10 PDs. The findings of the quantitative study showed that of the nine aspects identified, Pillar 6 (29.1%) and Pillar 1 (25.0%) were obstacles with limited budget and Facilities still being the main obstacles in the Development of elite sports. Pillar 9 (23.2%), Pillar 4 (22.2%) and Pillar 2 (21.2%) are obstacles with low utilization of research for Development, cross-institutional coordination and a more systematic Athlete Development system. Pillar 8 (20.1%) and 7 (20.9%) with obstacles in access to Competitions and Coach support. Pillar 5 (19.3%) and Pillar 3 (19.0%) show that Athlete welfare after retirement has not been a priority accompanied by low community participation in sports. Qualitative research shows that the main Problems in competitive sports in South Sumatra include low infrastructure, weaknesses in organizational management, ineffective policies, and a Competition and Athlete Development System that is still not optimal. Sports organizations need to improve their management and coordination systems so that Development programs run more effectively. Sports Policy and Funding Reform encourages strengthening the Policy Evaluation System so that each program implemented has a measurable impacts.
