Asesmen kinerja dipilih karena mampu menilai pengetahuan, keterampilan, dan sikap secara autentik dalam konteks pembelajaran berbasis proyek yang mengintegrasikan pendekatan STEM (Science, Technology, Engineering, Mathematics). Fokus asesmen ini diarahkan pada pada tiga indikator keterampilan citizenship: (1) Memahami peran dan tanggung jawabsebagai warga masyarakat, (2) Terlibat aktif dalam menyelesaikan masalah, dan (3) Berinteraksi secara efektif. Metode penelitian yang digunakan adalah Educational Design Research (EDR) dari McKenney & Reeves, yang meliputi tiga tahapan utama: (1) analisis dan eksplorasi, (2) desain dan konstruksi, serta (3) evaluasi dan refleksi. Teknik pengumpulan data dilakukan melalui studi pendahuluan (angket, studi dokumen, dan wawancara), validasi ahli, uji coba lapangan secara terbatas pada peserta didik kelas V di dua sekolah dasar, dan pengamatan yang dilakukan oleh 10 observer yang memiliki karakteristik khusus. Instrumen asesmen dikembangkan dalam bentuk rubrik penilaian kinerja yang mencakup indikator, skala skor, deskripsi kinerja, serta situasi tugas berbasis proyek. Hasil validasi menunjukkan bahwa instrumen asesmen kinerja keterampilan citizenship ini memenuhi kriteria kelayakan dari segi isi, kebahasaan, dan teknis penyusunan. Uji keandalan melalui uji keselarasan (concordance) dengan SPSS versi 26 menghasilkan nilai Asymp. Sig < 0,05, yang berarti terdapat kesepakatan tinggi antar penilai terhadap penggunaan rubrik. Dengan demikian, instrumen ini dinyatakan layak digunakan untuk menilai keterampilan citizenship peserta didik dasar dalam pembelajaran berbasis STEM pada materi energi alternatif. This study aims to develop a STEM-based performance assessment instrument for evaluating citizenship skills in elementary school learning on alternative energy. Performance assessment was chosen because it can authentically measure knowledge, skills, and attitudes within the context of project-based learning that integrates the STEM (Science, Technology, Engineering, and Mathematics) approach. The assessment focuses on three indicators of citizenship skills: (1) understanding roles and responsibilities as members of society, (2) actively engaging in problem-solving, and (3) interacting effectively. The research employed the Educational Design Research (EDR) model by McKenney & Reeves, consisting of three main stages: (1) analysis and exploration, (2) design and construction, and (3) evaluation and reflection. Data were collected through a preliminary study (questionnaires, document analysis, and interviews), expert validation, limited field trials involving fifth-grade students in two elementary schools, and observations conducted by ten qualified observers. The instrument was developed in the form of a performance assessment rubric that includes indicators, scoring scales, performance descriptions, and project-based task situations. Validation results indicated that the citizenship skills performance assessment instrument met the feasibility criteria in terms of content, language, and technical construction. Reliability testing using concordance analysis with SPSS version 26 yielded an Asymp. Sig value of < 0.05, indicating a high level of agreement among raters.
