Janah Sojanah. M. Si Prof. Dr. Budi Santoso, M. Si Penelitian ini bertujuan untuk merumuskan strategi pengembangan SDM kearsipan dalam mendukung pengelolaan arsip di UPI. Latar belakang didasarkan pada urgensi peningkatan kualitas dan profesionalisme SDM kearsipan sebagai respon terhadap tantangan digitalisasi, keterbatasan jumlah dan kompetensi SDM kearsipan, serta kompleksitas tata kelola arsip di lingkungan perguruan tinggi. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan studi kasus. Data diperoleh melalui wawancara, observasi, dan dokumentasi kepada pejabat struktural, pranata kearsipan, dan arsiparis. Hasil penelitian menunjukkan bahwa UPI telah memiliki kelembagaan kearsipan terakreditasi ?AA?, yang memperkuat posisi LKPT sebagai entitas strategis. Inovasi digitalisasi arsip telah diinisiasi melalui aplikasi SI-NERGI, namun implementasi masih terbatas pada tahap penciptaan dan pendistribusian, belum mengintegrasikan seluruh siklus hidup arsip. Pengembangan SDM kearsipan masih menghadapi tantangan seperti keterbatasan jumlah dan kompetensi, beban kerja ganda, rendahnya profesionalisme, kesadaran dan komitmen, minimnya pelatihan dan sertifikasi, keterbatasan infrastruktur, implementasi digitalisasi dan SOP. Keterbatasan anggaran serta regulasi pengembangan karir kearsipan yang belum komprehensif turut memperumit kondisi. Strategi pengembangan yang direkomendasikan meliputi enam fokus utama, dengan 21 program mencakup pembinaan, penguatan jabatan fungsional, kompetensi, rekognisi profesi, sistem informasi kearsipan, peningkatan literasi digital, kolaborasi, pemberian reward dan insentif, serta penilaian kinerja berbasis IKU. Analisis SWOT menempatkan UPI pada posisi strategis untuk pertumbuhan agresif. Implikasi penelitian menekankan pentingnya regulasi, optimalisasi pelatihan dan sertifikasi, serta percepatan transformasi digital berbasis SDM kompeten untuk tata kelola arsip yang efektif, efisien, dan berkelanjutan. Kesimpulannya, UPI memiliki LKPT yang sudah terakreditasi dan penerapan records lifecycle melalui SI-NERGI dengan kendala integrasi pada implementasi. Prioritas strategi diarahkan pada penguatan regulasi, peningkatan kualitas dan kuantitas SDM, serta akselerasi digitalisasi kearsipan untuk menciptakan pengelolaan arsip yang profesional, adaptif dan unggul di era digital. Janah Sojanah, M. Si Prof. Dr. Budi Santoso, M. Si This study aims to formulate strategies for developing archival human resources (HR) to support records management at UPI. The research background is the urgency of improving the quality and professionalism of archival HR in response to challenges of digitalization, the limited quantity and competence of human resources for archivists, and the complexity of archives management in higher education institutions. The research method used a descriptive qualitative approach with case studies. Data were obtained through interviews, observations, and documentation with structural officials, archival staff, and archivists. The research result show that UPI has established an archival institution accredited ?AA?, strengthening the position of the LKPT as a strategic entity. Archives digitization innovation has been initiated through the SI-NERGI application; however, implementation is still limited to the creation and distribution stages, without fully integrating the entire records lifecycle. Archival HR development still encounters challenges such as limited quantity and competence, multiple workloads, low professionalism, awareness and commitment, lack of training and certification, uneven infrastructure, and insufficient implementation of digitalization and SOPs. Budget constraints and incomplete of comprehensive regulations on archival career development further complicate the situation. The recommended strategies consists of six main focuses with 21 programs, include mentoring, strengthening competencies, functional positions, professional recognition, improving archival information systems, enhancing digital literacy, collaboration, providing rewards and incentives, and implementing performance assessments based on KPIs. The SWOT analysis positions UPI strategically for aggressive growth. The implications highlight the importance of regulations, optimizing training and certification, and accelerating digital transformation driven by competent HR to ensure effective, efficient, and sustainable records management. In conclusion, UPI has an accredited LKPT and has applied the records lifecycle through SI-NERGI, with integration constraints on implementation. The priority of the strategy is strengthening regulations, improving the quality and quantity of HR, and accelerating digitalization in order to establish professional, adaptive, and excellent records management in the digital era.
