Formative Evaluation, Training, Continuous Quality Improvement. note: ID SINTA Dosen Pembimbing : Elih Sudiapermana: 6687259 Yanti Shantini: 5994917 abstract: Penelitian ini bertujuan untuk mengkaji penerapan evaluasi formatif dalam peningkatan mutu berkelanjutan program pelatihan yang diselenggarakan oleh Perhimpunan Hotel dan Restoran Indonesia (PHRI) Jawa Barat. Evaluasi formatif dipandang sebagai bagian penting dalam peningkatan kualitas pelatihan, namun implementasinya di lapangan masih menghadapi berbagai kendala. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap pengelola, instruktur dan peserta pelatihan pelatihan. Hasil penelitian menunjukkan: pertama, evaluasi formatif belum dilaksanakan secara sistematis. Kedua, evaluasi dilakukan secara informal melalui diskusi lisan dan pengamatan langsung tanpa adanya instrumen baku maupun dokumentasi tertulis. Ketiga, umpan balik diberikan secara lisan dalam forum diskusi, dan digunakan sebagai dasar perbaikan desain pelatihan, metode penyampaian, serta sarana prasarana. Keempat, pengambilan keputusan terhadap perbaikan dilakukan secara kolektif melalui rapat internal, sedangkan monitoring dilakukan dengan observasi dan evaluasi lanjutan dari peserta dan instruktur. Kelima, kendala yang dihadapi meliputi keterbatasan waktu pelatihan, kurangnya pemahaman teknis, dan belum terbentuknya budaya evaluasi yang terdokumentasi. Penelitian ini memberikan kontribusi empiris mengenai praktik evaluasi formatif dalam konteks pelatihan dan menyarankan pentingnya penyusunan instrumen evaluasi sederhana serta penguatan dokumentasi untuk mendukung mutu pelatihan yang berkelanjutan. This study aims to examine the application of formative evaluation in continuous quality improvement of training programs organized by the Indonesian Hotel and Restaurant Association (PHRI) of West Java. Formative evaluation is seen as an important part of improving training quality, but its implementation in the field still faces various obstacles. This study used a qualitative approach with a case study method. Data collection techniques were carried out through in-depth interviews, observations, and documentation studies with managers, instructors, and training participants. The results of the study indicate: first, formative evaluation has not been implemented systematically. Second, evaluations are conducted informally through oral discussions and direct observations without standard instruments or written documentation. Third, feedback is provided verbally in discussion forums and used as a basis for improving training design, delivery methods, and infrastructure. Fourth, decisions regarding improvements are made collectively through internal meetings, while monitoring is carried out through observation and follow-up evaluation of participants and instructors. Fifth, obstacles encountered include limited training time, lack of technical understanding, and the lack of a documented evaluation culture.
