"Peningkatan kapasitas kelembagaan Pusat Kegiatan Belajar Masyarakat (PKBM)\r\ndi Kabupaten Karawang sangat penting karena lembaga ini menyediakan akses\r\npendidikan bagi masyarakat yang tidak terjangkau oleh sistem formal. Namun,\r\nbanyak PKBM menghadapi tantangan seperti keterbatasan sumber daya manusia,\r\nsarana prasarana, dan pendanaan. Rendahnya mutu akreditasi, dengan hanya 3,77%\r\nPKBM meraih peringkat A, menunjukkan perlunya pendampingan yang terstruktur.\r\nPenelitian ini bertujuan mengembangkan model pendampingan berbasis Learning\r\nExchange untuk meningkatkan kapasitas PKBM melalui metode Research and\r\nDevelopment (R&D) dengan pendekatan kualitatif. Data dikumpulkan melalui\r\nwawancara, observasi, Focus Group Discussion (FGD), dan studi dokumentasi\r\nyang melibatkan penilik dan pengelola PKBM. Hasil penelitian menunjukkan\r\nbahwa kapasitas kelembagaan PKBM di Karawang masih menghadapi tantangan\r\npada penerapan kebijakan, manajemen, pembelajaran organisasi, kemitraan, dan\r\nkepemimpinan. Hubungan kolaboratif antara penilik dan pengelola telah terjalin\r\nmelalui pendampingan, tetapi sebagian besar PKBM masih bergantung pada penilik\r\ndalam pengelolaan operasional. Penilik dan pengelola berharap adanya pelatihan\r\nintensif berbasis kebutuhan lokal, dukungan infrastruktur, dan kolaborasi dengan\r\npemerintah serta sektor swasta. Model Learning Exchange dikembangkan dengan\r\ntiga elemen utama: Input (Personal, Instrumental, dan Environmental Input), Proses\r\n(membangun kepercayaan, pengumpulan data anamnesis, sintesis, diagnosis, dan\r\npembuatan rencana tindakan), dan Output (peningkatan komunikasi, identifikasi\r\nkebutuhan, analisis data strategis, rencana tindakan terukur, dan pendampingan\r\nberkelanjutan). Model ini efektif meningkatkan kapasitas PKBM melalui penguatan\r\nsinergi, keterampilan manajerial, dan kolaborasi berkelanjutan, sehingga PKBM\r\nmampu beroperasi secara mandiri dengan dukungan minimal dari pihak eksternal.\r\n\r\nThis research aims to develop a learning exchange-based mentoring model to\r\nincrease the institutional capacity of the Community Learning Center (CLC) in\r\nKarawang Regency. The research uses a descriptive qualitative approach with the\r\nGrounded Theory method. Data were collected through in-depth interviews,\r\nparticipatory observations, Focus Group Disscusion, and documentation studies,\r\ninvolving CLC observers and managers as the main subjects. The results of the\r\nstudy show that, first, the empirical condition of CLC management still faces\r\nchallenges in managerial aspects, resource development and supervision processes.\r\nSecond, the problems and expectations faced by the Inspector and CLC managers\r\nreveal the urgent need for training, intensive mentoring and technological support\r\nto improve management effectiveness. Third, based on the analysis, the structure\r\nof the Learning Exchange model was developed which consists of three main\r\nstages: pre-activity (planning and coordination), implementation (mentoring,\r\nworkshop) and field visits and collaborative evaluation. This model allows for the\r\nexchange of best practices between CLC and the improvement of the competencies\r\nof all actors involved. The conclusion of this study is that the Learning Exchange\r\nmodel is effective in increasing the institutional capacity of CLC through\r\nstrengthening synergy between institutions, improving managerial skills, and\r\nsupporting collaboration. This model has a positive impact in creating a more\r\nindependent, responsive, and sustainable CLC in providing quality non-formal\r\neducation services. The recommendations of this study include policy\r\nstrengthening, provision of local needs-based training and development of a\r\ncontinuous evaluation system to ensure the sustainability of the model.
