"Penelitian ini mengkaji Peran Pengendali Pelatihan sebagai Fasilitator dalam \r\nMemotivasi Belajar Peserta melalui Building Learning Commitment (BLC) pada \r\nProgram Pelatihan Online Public Speaking bagi SDM Kesehatan, di Balai Besar \r\nPelatihan Kesehatan Ciloto. Penelitian ini bertujuan mendeskripsikan pelaksanaan \r\npelatihan online Public Speaking bagi SDM Kesehatan, pelaksanaan BLC, \r\npengendali Pelatihan sebagai fasilitator dalam memotivasi peserta melalui BLC, \r\nserta motivasi belajar peserta setelah melaksanakan BLC. Secara teoritis, penelitian \r\nmengacu pada konsep pendidikan orang dewasa, pelatihan, pengendali pelatihan, \r\nfasilitator, BLC,serta motivasi belajar. Metode penelitian yang digunakan yaitu \r\ndeskriptif kualitatif dengan jenis penelitian studi kasus. Data diperoleh melalui \r\nwawancara, observasi, studi dokumentasi dan angket. Hasil penelitian \r\nmenunjukkan bahwa pelatihan online Public Speaking bagi SDM Kesehatan telah \r\ndilaksanakan secara terstruktur sesuai dengan indikator penyelenggaraan pelatihan \r\nsehingga tujuan pelatihan tercapai. BLC dilaksanakan melalui tahapan forming, \r\nstorming, norming, dan peforming yang membantu peserta memahami alur \r\npembelajaran, membuat komitmen belajar serta meningkatkan kesiapan belajar. \r\nPeran pengendali pelatihan tidak hanya bersifat teknis, tetapi juga sebagai fasilitator \r\nyang memotivasi peserta melalui BLC, peran ini membantu peserta memahami alur \r\npembelajaran, membangun komitmen belajar, hingga peserta termotivasi hingga \r\nakhir pelatihan. Temuan menunjukkan meskipun motivasi belajar peserta sempat \r\nmenurun, akibat beban kerja, komitmen belajar yang dibentuk sejak awal oleh peran \r\npengendali pelatihan sebagai fasilitator melalui BLC mampu memotivasi peserta \r\nkembali. Motivasi belajar terlihat dalam meningkatnya minat dan perhatian, \r\ntanggung jawab, adanya keterlibatan aktif, dan rasa puas terhadap pelatihan. \r\nPenelitian ini menegaskan pentingnya peran pengendali pelatihan secara teknis \r\nmaupun fasilitator dalam memotivasi belajar melalui BLC pada pelatihan online. \r\n\r\nThis study examines the role master of training as a facilitator Controller as a \r\nfacilitator in motivating participants’ learning through Building Learning \r\nCommitment (BLC) in the Online Public Speaking Training Program for Health \r\nHuman Resources at the Ciloto Health Training Center. The objectives are to \r\ndescribe the implementation of online public speaking training, the practice of \r\nBLC, the role master of training as a facilitator in motivating participants, and \r\nparticipants’motivation after BLC. The research is theoretically grounded in adult \r\neducation, training, facilitation, BLC, and learning motivation. A descriptive \r\nqualitative method with a case study approach was employed, using interviews, \r\nobservations, document analysis, and questionnaires for data collection. Findings \r\nshow that the online Public Speaking training was delivered in a structured manner \r\nin line with training indicators, ensuring the achievement of objectives. BLC was \r\nimplemented at the start of training through the stages of forming, storming, \r\nnorming, and performing, which enabled participants to understand the learning \r\nflow, establish learning commitments, and enhance readiness. the role master of \r\ntraining extended beyond technical tasks such as presenting the training design, \r\nmanaging sessions, and conducting evaluations, to acting as a facilitator who \r\nmotivated participants through BLC. Although participants’ motivation declined at \r\ntimes due to workload, the commitment established early through BLC successfully \r\nrestored their motivation. This was reflected in increased interest and attention, \r\nresponsibility, active participation, and satisfaction.
