Penelitian ini bertujuan mendeskripsikan pelaksanaan pelatihan online Public Speaking bagi SDM Kesehatan, pelaksanaan BLC, pengendali Pelatihan sebagai fasilitator dalam memotivasi peserta melalui BLC, serta motivasi belajar peserta setelah melaksanakan BLC. Secara teoritis, penelitian mengacu pada konsep pendidikan orang dewasa, pelatihan, pengendali pelatihan, fasilitator, BLC,serta motivasi belajar. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan jenis penelitian studi kasus. Data diperoleh melalui wawancara, observasi, studi dokumentasi dan angket. Hasil penelitian menunjukkan bahwa pelatihan online Public Speaking bagi SDM Kesehatan telah dilaksanakan secara terstruktur sesuai dengan indikator penyelenggaraan pelatihan sehingga tujuan pelatihan tercapai. BLC dilaksanakan melalui tahapan forming, storming, norming, dan peforming yang membantu peserta memahami alur pembelajaran, membuat komitmen belajar serta meningkatkan kesiapan belajar. Peran pengendali pelatihan tidak hanya bersifat teknis, tetapi juga sebagai fasilitator yang memotivasi peserta melalui BLC, peran ini membantu peserta memahami alur pembelajaran, membangun komitmen belajar, hingga peserta termotivasi hingga akhir pelatihan. Temuan menunjukkan meskipun motivasi belajar peserta sempat menurun, akibat beban kerja, komitmen belajar yang dibentuk sejak awal oleh peran pengendali pelatihan sebagai fasilitator melalui BLC mampu memotivasi peserta kembali. Motivasi belajar terlihat dalam meningkatnya minat dan perhatian, tanggung jawab, adanya keterlibatan aktif, dan rasa puas terhadap pelatihan. Penelitian ini menegaskan pentingnya peran pengendali pelatihan secara teknis maupun fasilitator dalam memotivasi belajar melalui BLC pada pelatihan online. This study examines the role master of training as a facilitator Controller as a facilitator in motivating participants’ learning through Building Learning Commitment (BLC) in the Online Public Speaking Training Program for Health Human Resources at the Ciloto Health Training Center. The objectives are to describe the implementation of online public speaking training, the practice of BLC, the role master of training as a facilitator in motivating participants, and participants’motivation after BLC. The research is theoretically grounded in adult education, training, facilitation, BLC, and learning motivation. A descriptive qualitative method with a case study approach was employed, using interviews, observations, document analysis, and questionnaires for data collection. Findings show that the online Public Speaking training was delivered in a structured manner in line with training indicators, ensuring the achievement of objectives. BLC was implemented at the start of training through the stages of forming, storming, norming, and performing, which enabled participants to understand the learning flow, establish learning commitments, and enhance readiness. the role master of training extended beyond technical tasks such as presenting the training design, managing sessions, and conducting evaluations, to acting as a facilitator who motivated participants through BLC. Although participants’ motivation declined at times due to workload, the commitment established early through BLC successfully restored their motivation. This was reflected in increased interest and attention, responsibility, active participation, and satisfaction.
