Penelitian ini bertujuan untuk mendeskripsikan penerapan goal oriented evaluation model (GOEM) dalam program pelatihan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui wawancara, dokumentasi, dan observasi langsung terhadap penyelenggara, instruktur, serta peserta pelatihan yang dipilih secara purposive. Hasil penelitian menunjukkan bahwa pelaksanaan evaluasi telah mengikuti tujuh langkah utama dalam GOEM, dengan kekuatan pada kejelasan tujuan dan indikator perilaku yang konkret, namun masih terdapat kelemahan dalam hal keterlibatan instruktur dan sistem penilaian yang subjektif tanpa pengukuran objektif. Secara umum, hasil evaluasi menunjukkan bahwa tujuan program pelatihan tercapai. Peserta mengalami peningkatan signifikan dalam aspek kognitif, psikomotorik, dan afektif, khususnya dalam pemahaman teori kopi, keterampilan teknis penyajian, serta komunikasi dan pelayanan pelanggan. Penelitian ini menyimpulkan bahwa penerapan GOEM dapat memberikan kerangka evaluasi yang lebih terarah dan holistik dalam mengukur keberhasilan program pelatihan. The lack of a comprehensive evaluation system in the barista training program organized by the Bandung City Manpower Office has led to success being measured only by the final product, without reviewing or assessing the overall implementation of the training program. This study aims to describe the application of the goal oriented evaluation model (GOEM) in the training program. The research employs a qualitative approach with a case study method. Data were collected through interviews, documentation, and direct observation involving the organizers, instructors, and participants of the training, all selected purposively. The findings reveal that the evaluation process followed the seven key steps of GOEM, with strengths in the clarity of goals and concrete behavioral indicators. However, weaknesses were found in instructor involvement and a subjective assessment system without objective measurement. Overall, the evaluation results indicate that the training program objectives were achieved. Participants showed significant improvement in cognitive, psychomotor, and affective domains particularly in their understanding of coffee theory, technical preparation skills, and customer communication and service. The study concludes that the application of GOEM provides a more structured and holistic framework for measuring the success of training programs.} }
