Metode penelitian yang digunakan metode R\&D Hook yang dikembangkan oleh Nir Eyal. Model pengembangan ini terdiri atas empat tahap, yaitu tahap identifikasi pemicu (trigger), tahap perancangan tindakan (action), tahap hasil pengembangan variabel (variable reward), dan tahap investasi (investment). Partisipan dalam penelitian ini adalah dosen dan mahasiswa dari tiga perguruan tinggi di Jawa Barat dengan memerhatikan akreditasi, letak geografis, dan kurikulum yang digunakan. Dosen yang terlibat dalam penelitian ini sebanyak 3 orang dan mahasiswa yang terlibat dalam peneitian ini sebanyak 84 orang. Teknik pengumpulan data digunakan yaitu, teknik observasi, teknik dokumentasi, teknik kuesioner, teknik wawancara, dan teknik tes. Teknik pengolahan data yang digunakan adalah teknik analisis kualitatif dan kuantitatif. Teknik analisis kualitatif berdasarkan data: dokumentasi, observasi, dan wawancara. Adapun teknik analisis kuantitatif berdasarkan hasil statsistik mengenai efektifitas model penilaian dinamis dengan penguatan literasi informasi dalam pembelajaran menulis esai di perguruan tinggi. Hasil penelitian menunjukkan beberapa prinsip penilaian dinamis di perguruan tinggi telah diterapkan, namun masih memiliki keterbatasan dalam mengukur pemahaman mahasiswa secara komprehensif. Rubrik penilaian yang kurang komprehensif berpotensi menimbulkan subjektivitas dan inkonsistensi. Kemampuan menulis mahasiswa masih tergolong rendah, terutama dalam struktur esai, penggunaan bahasa, dan teknik pengutipan. Selain itu, mahasiswa membutuhkan peningkatan keterampilan literasi informasi agar mampu membedakan dan memanfaatkan sumber informasi secara efektif serta memahami kaidah penulisan akademik dan sitasi. Model dikembangkan dengan mempertimbangkan teori-teori penilaian dinamis dan mencakup berbagai instrumen serta parameter yang relevan. Rancangan awal model ini dibuat agar dapat diadaptasi dengan kondisi nyata di perguruan tinggi, dengan tujuan meningkatkan efektivitas pembelajaran menulis esai. Melalui validasi ahli dan uji pengembangan, model ini terbukti memberikan dampak positif, terutama dalam meningkatkan keterampilan menulis esai dan kemampuan literasi informasi mahasiswa. Produk akhir dari penelitian ini adalah panduan implementasi model penilaian dinamis dengan penguatan literasi informasi yang mencakup prinsip dasar, prosedur penilaian, dan perangkat pembelajaran pendukung. Model ini dapat dijadikan alterantif model penilaian yang dapat digunakan dalam pembelajaran menulis esai di perguruan tinggi. Buku panduan telah disusun sebagai bentuk implementasi model ini secara luas. Kata kunci:literasi informasi, model penilaian, pembelajaran menulis esai, penilaian dinamis ABSTRACT The purpose of this study is to produce a dynamic assessment model with strengthening information literacy in essay writing learning in higher education. The research method used is the R\&D Hook method developed by Nir Eyal. This development model consists of four stages, namely the trigger identification stage, the action design stage, the variable reward development stage, and the investment stage. Participants in this study were lecturers and students from three universities in West Java, taking into account accreditation, geographical location, and the curriculum used. Three lecturers were involved in this study and 84 students were involved in this study. Data collection techniques used were observation techniques, documentation techniques, questionnaire techniques, interviews, and testing techniques. Data processing techniques used were qualitative and quantitative analysis techniques. Qualitative analysis techniques are based on data: documentation, observation, and interviews. Meanwhile, quantitative analysis techniques are based on statistical results regarding the effectiveness of the dynamic assessment model with strengthening information literacy in essay writing learning in higher education. The results of the study indicate that several principles of dynamic assessment in higher education have been implemented, but still have limitations in measuring student understanding comprehensively. An incomplete assessment rubric has the potential to lead to subjectivity and inconsistency. Students' writing skills are still relatively low, particularly in essay structure, language use, and citation techniques. Furthermore, students need to improve their information literacy skills to effectively distinguish and utilize information sources and understand academic writing and citation rules. The model was developed by considering dynamic assessment theories and encompassing various relevant instruments and parameters. The initial design of this model was designed to be adaptable to real-world conditions in higher education, with the aim of improving the effectiveness of essay writing learning. Through expert validation and development testing, this model has proven to have a positive impact, particularly in improving students' essay writing skills and information literacy. The final product of this research is a guide to implementing a dynamic assessment model with information literacy reinforcement, covering basic principles, assessment procedures, and supporting learning tools. This model can be used as an alternative assessment model for essay writing learning in higher education. A guidebook has been developed to facilitate the model's widespread implementation.
