%T ANALISIS IKLIM KERJA DI SUB BAGIAN TATA USAHA PIMPINAN DINAS PENDIDIKAN PROVINSI JAWA BARAT %X Penelitian ini bertujuan untuk menganalisis iklim kerja di Sub Bagian Tata Usaha Pimpinan Dinas Pendidikan Provinsi Jawa Barat dengan menelaah persepsi pegawai, faktor pendukung dan penghambat, pengaruh iklim kerja terhadap efektivitas kinerja, serta upaya strategis peningkatan iklim kerja. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif. Data dikumpulkan melalui wawancara semi-terstruktur, observasi non-partisipan, dan studi dokumentasi, serta dianalisis menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan yang divalidasi dengan triangulasi dan member checking. Hasil penelitian menunjukkan bahwa iklim kerja ditandai dengan komunikasi yang cukup efektif melalui media digital dan koordinasi antarrekan kerja, namun masih terdapat hambatan dalam alur administrasi akibat rotasi staf yang tinggi, beban kerja ganda, dan keterlambatan tindak lanjut surat. Faktor pendukung utama meliputi hubungan kerja yang harmonis dan adaptivitas pegawai lintas bidang, sedangkan faktor penghambat mencakup keterbatasan SOP, distribusi tugas yang tidak merata, serta beban kerja berlebih. Iklim kerja terbukti berpengaruh pada efektivitas kinerja pegawai, khususnya pada aspek motivasi, kepuasan kerja, dan kualitas layanan administrasi. Upaya strategis yang diidentifikasi mencakup penguatan kepemimpinan partisipatif, penerapan sistem penghargaan, serta pemberian otonomi dan fleksibilitas kerja. Penelitian ini menyimpulkan bahwa iklim kerja yang kondusif menjadi kunci dalam meningkatkan efektivitas layanan administrasi dan mendukung kinerja organisasi di sektor pemerintahan. This aims of the research are to analyze the work climate at the Subdivision of Leadership Administration at the West Java Provincial Education Departement by examining employee perceptions, enabling and hindering factors, the influence of the work climate on performance effectiveness, and strategic efforts to improve it. A qualitative descriptive approach was employed. Data were collected through semi-structured interviews, non-participant observation, and document analysis, and analyzed using data reduction, data display, and conclusion drawing, validated by triangulation and member checking. The findings indicate that the work climate is characterized by relatively effective communication through digital media and strong coordination among colleagues, yet administrative constraints persist due to frequent staff rotations, double workloads, and delays in handling official documents. Supporting factors include harmonious workplace relationships and adaptability of cross-unit staff, while inhibiting factors consist of the absence of standardized SOPs, uneven task distribution, and excessive workloads. The work climate was found to significantly affect employee performance effectiveness, particularly in terms of motivation, job satisfaction, and administrative service quality. Strategic efforts identified include strengthening participatory leadership, implementing recognition and reward sistems, and providing autonomy and flexibility in task management.
