Penelitian ini dilatarbelakangi rendahnya kemampuan membaca Fase A di sekolah dasar Kabupaten Sorong Papua Barata Daya. Penelitian ini bertujuan untuk menghasilkan bahan ajar berbasis model PASS dengan penguatan kearifan dalam pembelajaran membaca Fase A sekolah dasar Kabupaten Sorong Papua Barat Daya. Metode penelitian pengembangan yang dikenal dengan model R&D dengan model pengembangan ADDIE (Analysis, Desain, Development, Implementation, Evaluation). Teknik pengumpulan data yang dilakukan adalah melalui: angket, wawancara, observasi, dan tes untuk membaca Fase A di sekolah dasar. Subjek penelitian ini yaitu 153 siswa kelas rendah sekolah dasar yang berada di Kabupaten Sorong Papua Barat Daya. Penelitian ini mempunyai 4 tahapan yang meliputi Planning, Attention, Simultaneous, Successive yang di diimplementasikan di dalam pembelajaran membaca Fase A di sekolah dasar. Hasil uji coba bahan ajar berbasis model PASS dengan penguatan kearifan lokal dalam pembelajaran membaca Fase A sekolah dasar Kabupaten Sorong Papua Barat Daya menghasilkan nilai N-Gain. Penelitian ini secara khusus berimplikasi pada kemampuan dan minat belajar siswa dan memberikan penguatan secara optimal terhadap kemampuan membaca Fase A, dan secara umum, penelitian ini berimplikasi bagi Dinas Pendidikan Kabupaten Sorong, bagi guru, bagi mahasiswa, dan bagi pengembang keilmuan. Kelebihan bahan ajar ini terletak pada tahapan model PASS yang merupakan integrasi antara prinsip kearifan lokal. Abstract This research is entitled Development of PASS Model-Based Teaching Materials with Strengthening Local Wisdom in Phase A Elementary School Reading Learning in Sorong Regency, Southwest Papua. This research is motivated by the low reading ability of Phase A in elementary schools in Sorong Regency, Southwest Papua. This research aims to produce PASS model-based teaching materials with strengthening wisdom in Phase A elementary school reading learning in Sorong Regency, Southwest Papua. The development research method is known as the R&D model with the ADDIE development model (Analysis, Design, Development, Implementation, Evaluation). The data collection techniques used are through: questionnaires, interviews, observations, and tests for Phase A reading in elementary schools. The subjects of this study were 153 lower grade elementary school students in Sorong Regency, Southwest Papua. This study has 4 stages including Planning, Attention, Simultaneous, Successive which are implemented in Phase A reading learning in elementary schools. The results of the trial of PASS model-based teaching materials with strengthening local wisdom in Phase A elementary school reading learning in Sorong Regency, Southwest Papua produced an N-Gain value. This research specifically has implications for students' learning abilities and interests and provides optimal reinforcement for Phase A reading skills. In general, this research has implications for the Sorong Regency Education Office, teachers, students, and scientific developers.
