Y1 - 2025/08/11/ N2 - Penelitian ini mengangkat topik mengenai strategi peningkatan kinerja ASN BerAKHLAK melalui aplikasi Sista Praja. Fokus utama adalah mengkaji penerapan nilai-nilai ASN BerAKHLAK, menilai efektivitas aplikasi dalam pengembangan kompetensi ASN, serta mengidentifikasi tantangan dalam implementasinya di BPSDM Provinsi Jawa Barat. Tujuannya adalah memberikan gambaran menyeluruh mengenai penerapan nilai-nilai tersebut dalam mendukung peningkatan kinerja ASN secara berkelanjutan. Metode yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan terdiri dari tiga peserta pelatihan ASN dan satu Analis Pengembangan Kompetensi Ahli Madya. Lokasi penelitian dilakukan di BPSDM Provinsi Jawa Barat sebagai institusi penyelenggara pelatihan ASN BerAKHLAK. Hasil penelitian menunjukkan bahwa penerapan nilai-nilai BerAKHLAK dilakukan secara sistematis melalui pelatihan yang menginternalisasi tujuh nilai inti: berorientasi pelayanan, akuntabel, kompeten, harmonis, loyal, adaptif, dan kolaboratif. Aplikasi Sista Praja berfungsi sebagai platform pembelajaran digital yang mendukung pengembangan kompetensi ASN secara mandiri, fleksibel, dan mudah diakses. Meskipun ada tantangan seperti rendahnya motivasi peserta, pelatihan tetap memberikan dampak positif, dengan peningkatan signifikan dalam kinerja ASN setelah mengikuti pelatihan. This research addresses the strategy for improving the performance of ASN BerAKHLAK through the Sista Praja application. The primary focus is to examine the implementation of ASN BerAKHLAK, assess the application's effectiveness in developing Civil Servant competencies, and identify implementation challenges at the West Java Provincial Human Resources Development Agency (BPSDM). The goal is to provide a comprehensive projected picture of how these values will drive sustainable improvement in Civil Servant performance. This research employed a qualitative approach, with data collection techniques including interviews, observation, and documentation. The informants consisted of three participants in the Civil Servant training and one Associate Expert in Competency Development Analyst. The research was conducted at the West Java Provincial Human Resources Development Agency (BPSDM), which is the institution responsible for administering ASN BerAKHLAK training. The results indicate that the implementation of the BerAKHLAK values is systematically carried out through training, which internalizes seven core values: service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative. The Sista Praja application serves as a digital learning platform that encourages and supports the independent, flexible, and accessible development of Civil Servant competencies. Despite facing challenges, such as low participant motivation, this training still had a positive impact, with a significant increase in the performance of Civil Servants after attending the training.
