Mahasiswa seringkali tidak memiliki pemahaman utuh, sikap reflektif, dan keterampilan bertindak dalam menghadapi isu tersebut. Penelitian ini bertujuan mengembangkan model pembelajaran AKSES (Anti Kekerasan Seksual) berbasis nilai-nilai Pancasila untuk memperkuat civic engagement mahasiswa. Model dikembangkan melalui pendekatan penelitian dan pengembangan (R&D) berbasis model instruksional ADDIE: Analysis, Design, Development, Implementation, dan Evaluation. Pendekatan metodologis menggunakan metode campuran (mixed methods) yang mencakup observasi, wawancara, validasi pakar, FGD, uji coba terbatas dan luas. Hasil penelitian diantaranya; (1) Studi awal terhadap 120 mahasiswa UIN Siber Syekh Nurjati Cirebon menunjukkan bahwa tingkat civic engagement beradapada kategori cukup; (2) Kebaruan utama model AKSES terletak pada pemaduan tiga pendekatan pedagogik secara sistematik yaitu pedagogik transformatif, project-based learning, dan service learning, untuk merespons kekerasan seksual secara holistik. Model ini diterapkan melalui enam sintaks pembelajaran: investigasi fakta, kolaborasi dengan komunitas, pelaksanaan proyek layanan, demonstrasi hasil proyek, evaluasi, dan refleksi nilai; (3) model AKSES efektif meningkatkan civic knowledge (pengetahuan warga negara), civic attitude, dan civic behavior (perilaku warga negara) mahasiswa. Simpulan utama dari penelitian ini adalah bahwa model civic engagement dalam pembelajaran dapat dikembangkan melalui sintesis pendekatan value-neutral dan value-driven, dengan menjadikan nilai-nilai Pancasila sebagai fondasi etik dan ideologis. Kontribusi ilmiah dari penelitian ini adalah pengembangan model pembelajaran baru yang tidak hanya mentransfer pengetahuan, tetapi juga membentuk sikap dan perilaku keterlibatan warga negara secara reflektif dan transformatif dalam merespons isu kekerasan seksual di perguruan tinggi. Students often lack comprehensive understanding, reflective attitudes, and the practical skills needed to respond to such issues. This study aims to develop the AKSES (Anti-Sexual Violence) learning model based on Pancasila values to strengthen student civic engagement. The model was developed using a research and development (R&D) approach, applying the ADDIE instructional design framework Analysis, Design, Development, The methodological approach employs mixed methods involving observation, interviews, expert validation, focus group discussions (FGDs), and both limited and large-scale trials. The research findings include: (1) A preliminary study involving 120 students at UIN Siber Syekh Nurjati Cirebon showed that their civic engagement level was in the moderate category; (2) The novelty of the AKSES model lies in the systematic integration of three pedagogical approaches transformative pedagogy, project-based learning, and service learning to holistically address sexual violence; (3) The AKSES model has proven effective in enhancing students’ civic knowledge (pengetahuan warga negara), civic attitudes, and civic behavior (perilaku warga negara). The main conclusion of this study is that civic engagement in education can be fostered through a synthesis of value-neutral and value-driven approaches, with Pancasila values serving as the ethical and ideological foundation. The academic contribution of this research is the development of a new learning model that not only facilitates knowledge transmission but also cultivates reflective and transformative civic dispositions in addressing sexual violence within higher education.
