Siswa cenderung pasif, kurang mampu menyampaikan pendapat secara tegas, serta belum memahami pentingnya menghormati hak diri dan orang lain. Berdasarkan hal tersebut, penelitian ini memiliki tujuan untuk mengembangkan media pembelajaran Game Card Assertive Heroes pada mata pelajaran Pendidikan Pancasila dan Kewarganegaraan materi hak dan kewajiban. Metode penelitian yang digunakan adalah Design and Development (D\&D) dengan model pengembangan ADDIE (analyze, design, development, implementation, and evaluation). Instrumen penelitian yang digunakan adalah tes. Skala yang digunakan oleh peneliti untuk penilaian angket mengggunakan skala likert yang terdiri dari 5 kategori yaitu, sangat layak, layak, cukup layak, kurang layak, dan tidak layak. Hasil penilaian ahli validasi menyatakan bahwa media pembelajaran Game Card Assertive Heroes berada pada kategori sangat layak. Validator I menyatakan bahwa pengembangan media pembelajaran Game Card Assertive Heroes berada pada kategori sangat layak dengan beberapa perbaikan yang harus dilakukan, validator kedua termasuk dalam kategori sangat layak dengan beberapa perbaikan yang harus dilakukan, dan validator ketiga termasuk ke dalama kategori sangat layak. Selain itu, melalui kegiatan pre-test dan post-test diperoleh data adanya peningkatan rat-rata dari yang sebelumnya 65 menjadi 91,1. Data tersebut juga didukung dengan hasil N-Gain 0,75 yang termasuk kategori peningkatan tinggi, artinya media pembelajaran Game Card Assertive Heroes cukup efektif digunakan untuk emningkatkan kemampuan asertif khususnya dalam mecegah perundungan di sekolah dasar. This research is motivated by the limited use of learning media that is able to stimulate students' assertive abilities, especially in dealing with situations such as harassment. Students tend to be passive, less able to express their opinions firmly, and do not understand the importance of respecting the rights of themselves and others. Based on this, this research has the aim to develop the learning media of the Game Card Assertive Heroes in Pancasila Education Subjects and Citizenship Material Rights and Obligations. The research method used is Design and Development (D\&D) with the ADDIE development model (Analyze, Design, Development, Implementation, and Evaluation). The research instrument used was a test. The scale used by researchers for questionnaire assessment uses a Likert scale consisting of 5 categories, namely, very feasible, feasible, quite feasible, less feasible, and inappropriate. The results of the validation expert assessment state that the learning media of the game Card Assertive Heroes is in a very decent category. Validator I states that the development of game card assertive heroes learning media is in a very feasible category with some improvements that must be made, the second validator is included in the very feasible category with some improvements that must be made, and the third validator is included in the very feasible category. In addition, through pre-test and post-test activities obtained data on an average increase from previous 65 to 91.1. The data is also supported by the result of N-Gain 0.75 which is included in the category of high increase, meaning that the learning media of game card assertive heroes is quite effective in increasing assertive capabilities, especially in preventing harassment in elementary schools.} }
