Penelitian ini bertujuan untuk menganalisis kebijakan peningkatan kompetensi guru Raudhathul Athfal yang dilaksanakan di ruang lingkup Kementerian Agama Kota Bandung. Penelitian ini menggunakan pendekatan penelitian kualitatif melalui desain studi kasus. Instrumen yang digunakan yaitu pedoman wawancara dan studi dokumentasi. Partisipan yang menjadi narasumber terdiri dari Kepala Kemenag, Kepala Penmad, Pengawas, dan Kepala Madrasah. Hasil penelitian ini menunjukkan bahwa kebijakan yang telah dibentuk dan diselenggarakan oleh Kemenag Kota Bandung untuk meningkatan kompetensi guru Raudhatul Athfal menunjukkan bahwa secara umum kebijakan dan kegiatan program yang sudah dilaksanakan tersebut sudah baik sesuai arahan dari undang-undang dan Peraturan Menteri Agama (PMA) yang merujuk kepada kompetensi pendidik. Akan tetapi hasil yang diterima dalam tahap implementasi dan evaluasi masih belum maksimal. Hal tersebut bisa terlihat dari tidak terlaksananya tahapan perumusan kebijakan dengan baik yang terdiri dari tahap penyusunan agenda, tahap formulasi kebijakan, tahap adopsi kebijakan, serta kurang idealnya proporsional pengawas RA yang ada di ruang lingkup Kemenag Kota Bandung dengan jumlah lembaga RA yang harus dibina. Serta pendanaan yang masih sedikit dalam pelaksanaan peningkatan kompetensi guru Raudhatul Athfal di Kota Bandung. Hasil dari penelitian ini diharapkan dapat menjadi sebuah refleksi bagi Kementerian Agama Kota Bandung dengan memberikan kebijakan peningkatan kompetensi guru berdasarkan hasil analisis kebutuhan guru Raudhatul Athfal di Kota Bandung, selanjutnya menambah kembali proporsi pengawas RA yang berada di ruang lingkup Kemenag Kota Bandung, dan menambahkan anggaran dan pendanaan dalam program peningkatan kompetensi guru Raudhatul Athfal. This research is motivated by policies and programs that should be right on target to improve the competency of Raudhatul Athfal teachers in Bandung City. This research aims to analyze the policy of increasing the competence of Raudhathul Athfal teachers implemented within the scope of the Ministry of Religion of Bandung City. This research uses a qualitative research approach through a case study design. The instruments used were interview guidelines and documentation studies. Participants who were resource persons consisted of the Head of the Ministry of Religion, Head of Madrasah Education, Supervisors, and Head of Madrasah. The results of this research show that the policies that have been formed and implemented by the Bandung City Ministry of Religion to increase the competency of Raudhatul Athfal teachers show that in general the policies and program activities that have been implemented are good in accordance with the directions of the law and the Regulation of the Minister of Religion (PMA) which refers to the competence of educators. However, the results received in the implementation and evaluation stages are still not optimal. This can be seen from the failure to implement the policy formulation stages properly, which consist of the agenda preparation stage, the policy formulation stage, the policy adoption stage, as well as the less than ideal proportion of RA supervisors within the scope of the Bandung City Ministry of Religion to the number of RA institutions that must be developed. And there is still little funding for implementing Raudhatul Athfal teacher competency improvement in Bandung City. It is hoped that the results of this research can be a reflection for the Bandung City Ministry of Religion by providing policies to increase teacher competency based on the results of an analysis of Raudhatul Athfal's teacher needs in Bandung City, further increasing the proportion of RA supervisors within the scope of the Bandung City Ministry of Religion, and increasing the budget and funding in the Raudhatul Athfal teacher competency improvement program.
