Abstract
Penelitian ini dilatarbelakangi oleh terjadinya bencana gempa bumi di Kabupaten Cianjur berkekuatan 5,6 Magnitudo yang menelan banyak korban serta menimbulkan kerusakan. Termasuk salah satunya gedung Dinas Arsip dan Perpustakaan Kabupaten Cianjur yang mengalami kebocoran atap di bagian tempat penyimpanan arsip, sehingga beberapa koleksi arsip mengalami kerusakan. Sebagai pusat ingatan, arsip perlu dilindungi dan dipelihara secara tepat untuk menjaga keutuhan fisik arsip serta informasi yang terkandung di dalamnya. Tujuan dilakukannya penelitian ini untuk mendeskripsikan upaya perlindungan dan penyelamatan arsip statis dari bencana sekaligus menguraikan berbagai hambatan yang dialami serta solusinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Informan dalam penelitian ini berjumlah 5 orang yang terdiri dari kepala bidang arsip, arsiparis, dan staf kearsipan. Hasil penelitian ini menunjukan bahwa perencanaan penanggulangan arsip terdampak bencana di Disarpus Cianjur telah tertuang dalam Peraturan Bupati Cianjur Nomor 150 Tahun 2022 Tentang Pelindungan dan Penyelamatan Arsip Dari Bencana. Namun dalam prosesnya masih terdapat banyak kekurangan sehingga tahapan perlindungan dan penyelamatan arsip statis terdampak bencana belum terealisasi secara optimal. Adapun beberapa kendala yang dihadapi dalam menjalan kegiatan tersebut diantaranya kurangnya SDM yang mumpuni, sarana dan prasarana kurang memadai, dan anggaran dana tidak mencukupi. Pihak Disarpus telah berupaya semaksimal mungkin dengan peralatan seadanya serta telah mengajukan penambahan SDM, sarana dan prasarana, serta pendanaan pada pemerintah setempat. Hasil penelitian ini diharapkan dapat memberikan rekomendasi kepada Disarpus Cianjur terkait upaya perlindungan dan penyelamatan arsip dari ancaman bencana agar dapat berjalan lebih optimal. ;--- This research was motivated by the occurrence of an earthquake in Cianjur Regency with a magnitude of 5.6 which claimed many victims and caused damage. Including one of the Dinas Arsip dan Perpustakaan Kabupaten Cianjur office buildings which experienced a roof leak in the archive storage area, so that several archive collections were damaged. As a memory center, archives need to be protected and maintained appropriately to maintain the physical integrity of the archive and the information contained therein. The purpose of this study is to describe efforts to protect and save static archives from disasters as well as describe the various obstacles experienced and their solutions. This research uses a qualitative approach with a case study method. The data collection techniques used are interviews, observations, and documentation studies. The informants in this study amounted to 5 people consisting of the head of the archives, archivists, and archival staff. The results of this study show that the planning for the management of archives affected by disasters in Disarpus Cianjur has been stated in Cianjur Regent Regulation Number 150 of 2022 concerning Protection and Rescue of Archives from Disasters. However, in the process there are still many shortcomings so that the stages of protection and rescue of static archives affected by disasters have not been realized optimally. Some of the obstacles faced in carrying out these activities include the lack of qualified human resources, inadequate facilities and infrastructure, and insufficient budget. Disarpus has tried its best with makeshift equipment and has proposed additional human resources, facilities and infrastructure, as well as funding to the local government. The results of this study are expected to provide recommendations to the Disarpus Cianjur regarding efforts to protect and save archives from disaster threats so that they can run more optimally.
