Abstract

Judul dari skripsi ini adalah “Analisis Pandangan Hoegeng Iman Santoso tentang Kedudukan dan Peran Polisi di Indonesia pada Kebijakan Dwifungsi ABRI (1968- 2004). Masalah utama yang akan dibahas adalah latar belakang kehidupan dan pemikiran seorang tokoh dari Kepala Kepolisian Republik Indonesia yaitu Hoegeng Iman Santoso mengenai kedudukan dan peran polisi di Indonesia. Permasalahan tersebut kemudian dirumuskan ke dalam beberapa rumusan pertanyaan sebagai berikut: (1) Bagaimana perkembangan karir Hoegeng di kepolisian (1950-1971), (2) Bagaimana pemikiran Hoegeng tentang fungsi dan peran polisi dalam Dwifungsi ABRI saat menjadi Kapolri (1968-1971), (3) Bagaimana pandangan pemikiran Hoegeng tentang fungsi dan peran polisi dalam Dwifungsi ABRI setelah tidak menjadi Kapolri (1971-2004). Penelitian ini menggunakan metode penelitian sejarah (historis). 1) Heuristik, 2) Kritik, 3) Interpretasi, 4) Historiografi. Hasil dari penelitian ini menunjukkan bahwa sosok Hoegeng Iman Santoso yang awalnya merupakan anak seorang pengacara yang akhirnya menjadi anggota kepolisian setelah tidak melanjutkan perkuliahannya. Namun tanpa disangka dari anggota kepolisian Hoegeng sendiri bisa menjadi seorang Menteri. Setelah menjadi Menteri akhirnya Hoegeng diangkat menjadi seorang Kepala Kepolisian Republik Indonesia pada tahun 1968. Kapolri Hoegeng Iman Santoso memiliki tekad dan pemikiran dalam mengubah peran dan fungsi Polri dalam Dwifungsi ABRI. Kapolri Hoegeng menginginkan bahwa fungsi dan peran kepolisian kembali kepada unsur pokok kepolisian itu sendiri. Terdapat banyak pemikiran Kapolri Hoegeng yang akhirnya berhasil mengubah fungsi dan peranan polisi pada kepolisian di Indonesia. Kapolri Hoegeng merupakan sosok yang sangat jujur dan disipilin dalam melakukan pekerjaannya. Terdapat beberapa kasus-kasus yang Kapolri Hoegeng tangani sendiri dan dapat terselesaikan. Kapolri Hoegeng menjabat sebagai Kapolri selama tiga tahun sampai pada tahun 1971. Setelah tidak menjadi Kapolri, Hoegeng terkadang masih mengkritik lembaga kepolisian dan pemerintahan Indonesia. Pada akhirnya Hoegeng Iman Santoso memutuskan untuk bergabung dalam anggota Petisi 50. The title of this thesis is "Analysis of Hoegeng Iman Santoso's Views on the Position and Role of the Police in Indonesia in the Armed Forces Dual Function Policy (1968- 2004). The main issue to be discussed is the background of the life and thoughts of a figure from the Head of the Indonesian National Police, namely Hoegeng Iman Santoso regarding the position and role of the police in Indonesia. The problem was then formulated into a number of questions as follows: (1) How did Hoegeng's career in the police develop (1950-1971), (2) How did Hoegeng think about the function and role of the police in the dual function of the Armed Forces when he became the National Police Chief (1968-1971), (3) what is Hoegeng's view on the function and role of the police in the dual function of ABRI after not becoming the National Police Chief (1971-2004). This study uses historical research methods (historical). 1) Heuristics, 2) Criticism, 3) Interpretation, 4) Historiography. The results of this study indicate that the figure of Hoegeng Iman Santoso, who was originally the son of a lawyer, eventually became a member of the police after dropping out of college. However, unexpectedly from the police, Hoegeng himself could become a Minister. After becoming Minister Hoegeng was finally appointed as Chief of the Republic of Indonesia Police in 1968. The National Police Chief Hoegeng Iman Santoso had the determination and thought to change the role and function of the Police within the Armed Forces dual function. National Police Chief Hoegeng wants the function and role of the police to return to the main elements of the police itself. There are many thoughts from the National Police Chief Hoegeng who finally succeeded in changing the function and role of the police in the police in Indonesia. Kapolri Hoegeng is a person who is very honest and disciplined in doing his job. There are several cases that the Hoegeng National Police Chief handled alone and can be resolved. Kapolri Hoegeng served as Kapolri for three years until 1971. After not becoming Kapolri, Hoegeng sometimes still criticized police institutions and the Indonesian government. In the end Hoegeng Iman Santoso decided to join the Petisi 50 members.
