Abstract

Penerimaan Peserta Didik Baru (PPDB) di Kota Bandung mengalami perubahan di tahun 2017 menjadi sistem zonasi, yang sebelumnya diberlakukan kebijakan sistem rayonisasi. Indikator pada sistem rayonisasi berupa: wilayah (rayon); jarak tempat tinggal dan sekolah; dan nilai akhir Ujian Nasional. Sementara pada sistem zonasi indikatornya hanya jarak tempat tinggal dan sekolah; dan nilai akhir Ujian Nasional. Radius perhitungan pada sistem rayonisasi yakni radius 2 km dari sekolah sementara untuk sistem zonasi bertambah menjadi 17 km dari sekolah. Tujuan dari kedua sistem ini sama yakni sekolah dapat menyerap peserta didik di sekitar lingkungan sekolah. Masalah yang muncul kemudian adalah jumlah Sekolah Menengah Utama (SMA) yang tidak merata di setiap kecamatan. Lokasi SMA Negeri pun belum dapat menyerap lulusan SMP disekitarnya. Penelitian ini bertujuan untuk melihat indeks sebaran SMP terhadap SMA Negeri dengan menggunakan analisis tetangga terdekat (nearets neigbour statistic) dan melihat persentase daya serap sekolah terhadap peserta didik yang masuk dalam radius sekolah. Penelitian ini dilakukan dengan mengambil sample penuh yakni pada 27 SMA Negeri di Kota Bandung. Teknis pengambilan data di lakukan dengan wawancara pada peserta didik, orangtua, perwakilan sekolah, dan perwakilan dinas pendidikan. Hasil penelitian menunjukan bahwa semua rayon sekolah di Kota Bandung memiliki pola pesebaran sekolah yang seragam begitu pula pada sistem zonasi. Rayon F menjadi rayon dengan daya serap SMP tertinggi yakni 60% sementara pada sistem zonasi sekolah ada 7 sekolah dengan daya serap dalam wilayah yakni SMAN 8 Bandung , SMAN 9 Bandung, SMAN 11 Bandung, SMAN 13 Bandung, SMAN 17 Bandung, SMAN 18 Bandung, SMAN 22 Bandung dengan daya serap tertinggi yakni 100 %. Dengan pengolahan data wawancara di dapatkan hasil bahwa sistem zonasi lebih efektif dibandingkan dengan sistem rayonisasi jika di berikan penyempitan radius sekolah sehingga merpersempit wilayah daya saing. Acceptance of New Student (PPDB) in Bandung City was changed from rayonization system to zoning system at 2017. The Indicators of rayonization system are: area (rayon); distance of residence and school; and the final grade of the National Exam. For the other hand the zoning system the indicator is only distance of residence and school and the final grade of the National Exam. Radius calculations on the rayonization system is 2 km radius from the school while for the zonation system increased to 17 km from school. The purpose of both systems is the the school can absorb student around the school. The arises problem was come is the random pattern of High School Public in every sub-district. The location of High School Public has not been able to absorb graduates to the surrounding Junior High School. This study aims to see the index of the distribution of Junior High School to High School Public by using nearest neighbour statistic analysis and see the percentage of school absorption to students who are included in school radius. This research was conducted by taking a full sample that is at 27 of High School Public in Bandung and interviews the new student, parents, representatives of schools, and representatives of the education office. The results of this study indicate that all rayon have a dispersed pattern same as well on the zonation system. Rayon F becomes rayon with the highest absorption of Junior High School students around 60% while in the school zonation system there are 7 schools with highest absorption, the school are 8 Senior High School,9 Senior High School,11 Senior High School,13 Senior High School,17 Senior High School,18 Senior High School,22 Senior High School, the absorption was perfect 100%. The result of interview that the zonation system is more effective than the rayonization system if given the constriction of school radius so that more be limited competitiveness region.
