Abstract

Perkembangan abad ke-21 memunculkan tren global dan permasalahan muldimensional di masyarakat yaitu defisit minat dan partisipasi generasi muda dalam kehidupan demokrasi akibat disparitas dan disequilibrium kompetensi kewarganegaraan yang dimiliki generasi muda terutama pada siswa di sekolah satuan pendidikan kerjasama. Faktor pendukung untuk mengembangkan keterlibatan dan partisipasi siswa WNI dalam kehidupan demokrasi dilakukan melalui pembinaan kompetensi kewarganegaraan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus untuk menyelidiki secara mendalam terkait fenomena kontemporer terkait pelaksanaan pembinaan kompetensi kewarganegaraan siswa WNI di Bandung Independent School. Pengumpulan data primer melalui wawancara dan data sekunder meliputi observasi dan analisis dokumen. Hasil penelitian menemukan bahwa kompetensi kewarganegaraan siswa WNI di BIS mengalami disparitas dan disequilibrium yang disebabkan oleh faktor latar belakang keluarga, kewarganegaraan serta pengalaman siswa. Pelaksanaan pembinaan kompetensi kewarganegaraan di BIS melalui (1) kegiatan intrakulikululer meliputi mata pelajaran pendidikan Pancasila dan kewarganegaraan, pendidikan agama, bahasa Indonesia, Indonesian Studies dan Language Acquasition; (2) kegiatan kokurikuler meliputi program pelayanan SA dan CAS serta perayaan hari besar nasional dan internasional; (3) kegiatan ekstrakulikuler melalui klub layanan dan klub peluang kepemimpinan. Kompetensi kewarganegaraan yang dikembangkan pada siswa WNI meliputi pengetahuan kewarganegaraan, keterampilan kewarganegaraan dan watak kewarganegaraan. Kendala meliputi budaya ketiga pada siswa, pengintegrasian kurikulum nasional dan kurikulum internasional yang belum efektif, dan kebijakan yang diterapkan oleh sekolah yang berstandar internasional. Upaya yang dilakukan meliputi penguatan nilai karakter bangsa melalui habituasi di kelas, mengarahkan hasil pembelajaran sesuai tujuan pendidikan nasional serta kerjasama sekolah dengan dinas pendidikan terkait. The development of the 21st century raises global trends and multidimensional problems in society, namely the deficit of interest and participation of the younger generation in democratic life due to disparity and disequilibrium civic competences possessed by students especially in international schools. Supporting factors for developing the involvement and participation of Indonesian students in democratic life are carried out by fostering civic competences. This study uses qualitative approach with a case study method to discuss in depth related phenomena related to the implementation of civic competences for Indonesian students at the Bandung Independent School. Primary data collection through interviews and secondary data includes observation and document analysis. The results of the study found that the civic competences of Indonesian students at BIS experienced disparities and disequilibrium caused by factors such as family background, citizenship, and student experience. Implementation of civic competences in BIS through (1) intracurricular activities covering subjects of Pancasila and civic education, religious education, Indonesian language, Indonesian Studies and Language Acquasition; (2) co-curricular includes SA and CAS service programs and celebrate national and international days; (3) extracurriculars through service clubs and leadership opportunities clubs. Civic competencies developed in Indonesian students include civic knowledge, civic skills, and civic disposition. Constraints include a third children culture, the ineffective integration of the national curriculum and international curriculum, and policies implemented by schools with international standards. Efforts made include strengthening the value of the nation's character through habituation in the classroom, directing learning outcomes according to national education goals and collaboration between schools and related education offices.
