Abstract
Masalah yang ingin dipecahkan melalui penelitian ini adalah: (1) Capaian prestasi kinerja akademik sampai tahun 2009 belum mencapai kondisi optimal. (2) Hasil penilaian kinerja kepala sekolah masih banyak kepala sekolah yang kinerjanya belum optimal, dan (3) Sekolah belum dijadikan sebagai Organisasi Pembelajar (OP). Berdasarkan kondisi tersebut, masalah yang diajukan adalah: (1) Seberapa besar tingkat kontribusi peran Kepala Sekolah sebagai Desainer dalam OP terhadap perwujudan sekolah efektif di Kab. Indramayu ? (2) Seberapa besar tingkat kontribusi peran Kepala Sekolah sebagai Guru dalam OP terhadap perwujudan sekolah efektif di Kab. Indramayu? (3) Seberapa besar tingkat kontribusi peran Kepala Sekolah sebagai Pelayan dalam OP terhadap perwujudan sekolah efektif di Kab. Indramayu? (4) Seberapa besar tingkat kontribusi peran Kepala Sekolah sebagai Desainer, Guru, dan Pelayan dalam OP secara bersama-sama terhadap perwujudan sekolah efektif di Kab. Indramayu? Metode penelitian menggunakan metode deskriptif dengan pendekatan kuantitatif. Populasi penelitian adalah SMA se-Kabupaten Indramayu dengan responden kepala sekolah, komite sekolah, guru, staf TAS, dan peserta didik kelas 12. Jumlah sampel sebanyak 367 orang dan menggunakan instrument angket. Hasil penelitian menunjukkan: (1) Korelasi variable X1 (Kepala Sekolah sebagai Desainer dalam OP) terhadap variabel Y ( sekolah efektif) menunjukkan kondisi kuat dan signifikan (rX1Y= 0,710) dengan koefisien determinasi sebesar 51%. (2) Hubungan yang kuat dari X2 Kkepala Sekolah sebagai Guru dalam OP) terhadap Y (rX2Y= 0.675) dengan koefisien determinasi sebesar 46%. (3) Hubungan variabel X3 (Kepala Sekolah sebagai Pelayan dalam OP) terhadap Y menunjukkan hubungan yang kuat (rX3Y=0.694) dengan koefisien determinasi sebesar 48%. (4) Korelasi gabungan variabel X1.2.3 (Kepala Sekolah sebagai Desainer, Guru, dan Pelayan) terhadap Y menunjukkan kuat dan signifikan (R2X123Y= 0.773) dengan koefisien determinasi sebesar 60%. Hasil penelitian ini mengimplikasikan bahwa untuk mewujudkan sekolah efektif melalui peran kepala sekolah dalam OP diperlukan penguatan kemampuan kepala sekolah dalam mengimplementasikan peran-perannya. Selain itu, kepala sekolah perlu memahami karakteristik sekolah efektif untuk memberikan layanan yang lebih bermutu kepada peserta didik. Berdasarkan kesimpulan dan implikasi hasil penelitian ini, peneliti mengajukan rekomendasi: yaitu di Kabupaten Indramayu perlu melakukan pengembangan kemampuan kepala sekolah dalam mewujudkan sekolah efektif melalui program penguatan kapasitas peran kepala sekolah dalam OP, khususnya dalam penguatan keteladanan, pembangunan iklim yang terbuka, promosi pengambilan resiko, dan penghindaran rasa takut gagal bagi personil sekolah. The problems to solve in this research are: (1). The achievement of academic performance which has not been optimal up to the year of 2009. (2) The result of schools principals’ appraisal which has not been optimal. (3) The implementation of school to be the centre of Learning Organization (LO) which has not been optimal. Based on those conditions, the problems identified are: (1) How big is the principal’s role as a designer of LO towards the establishment of effective school in Indramayu? (2) How big is the principal’s role as teacher LO towards the establishment of effective school in Indramayu? (3). How big is the principal’s role as stewardess of LO towards the establishment of effective school in Indramayu? (4) How big is the principal’s role as designer, teacher, and stewardess of LO towards the establishment of effective schools in Indramayu? The research method is descriptive with quantitative approach whereas the populations are all senior high schools in Indramayu. The respondents are principals, school committe, teachers,administrative staff, and the twelfth grade students. The samples are three hundred sixty seven people using questionnaire instrument. The statistical analysis shows that: (1) There is significant correlation between variable X1 (principals as designer of LO) and variable Y (the effective schools establishment) with coefficient correlation (rX1Y= 0,710) and coefficient determination 51%. (2) There is significant correlation between variable X2 (principals as teacher of LO) and variable Y with coefficient correlation (rX2Y= 0.675) and coefficient determination 46%. (3) There is significant correlation between Variable X3 (principal as steward of LO) and variable Y with coefficient correlation (rX3Y=0.694) and coefficient determination 48%. (4) There is significant correlation amongall of the variable; X1, X2, and X3 (principal as designer, teacher and steward) and Y with coefficient correlation of (R2X123Y= 0.773) and coefficient determination of 60%. The result of this study implies that the principals’ comprehension toward the characteristics of effective school is really needed as well as the principal’s role in the learning organization to provide better quality service to learners. The researcher proposes recommendations based on the conclusion and implication of the research. Indramayu regency needs to develop the principals ‘ skills by strengthening the capacity of the principal’s role in LO, especially strengthening the ideals, open climate development, risk-taking promotion, and school personnel fear to get in vain.
