Abstract

Penerapan sistem BLUD merupakan salah satu upaya pemerintah agar Sekolah Menengah Kejuruan dapat mencetak lulusan yang memiliki kompetensi sesuai dengan dunia usaha dunia industri, serta mengembangkan dan mengoptimalkan layanan yang ada di sekolah. Penelitian ini menggunakan pendekatan kualitatif jenis studi kasus. Setting penelitian ini adalah SMKN 1 Purwakarta sebagai salah satu Sekolah Menengah Kejuruan di Jawa Barat yang menerapkan sistem BLUD. Informan pada penelitian ini adalah kepala SMKN 1 Purwakarta atau pimpinan BLUD di SMKN 1 Purwakarta, dan Ketua Kantor Cabang Dinas Pendidikan Wilayah IV Jawa Barat. Pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data mengacu pada analisis model interaktif Miles & Huberman, meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa terpilihnya SMKN 1 Purwakarta untuk berubah sistem menjadi BLUD bersama 34 SMK lainnya di Jawa Barat dikarenakan SMKN 1 Purwakarta adalah salah satu asset milik pemerintah Jawa Barat di bidang pendidikan, yang mana kondisi keberadaannya sangat menentukan efektifitas peran dan kontribusinya terhadap masyarakat dalam rangka peningkatan SDM. SMKN 1 Purwakarta sudah mempersiapkan segala persyaratan yang harus dipenuhi untuk dapat menerapkan sistem BLUD. BLUD memberikan keleluasaan bagi sekolah untuk mengelola keuangan untuk digunakan untuk kesejahteraan guru, serta dapat digunakan untuk mengembangkan dan mengoptimalkan pelayanan sekolah. Namun adaptasi perlu dilakukan agar seluruh guru memahami sistem yang baru diterapkan ini. ----- The implementation of the BLUD system is one of the government's efforts so that Vocational High Schools can produce graduates who have competencies in accordance with the business world of the industrial world, as well as develop and optimize existing services in schools. This research uses a qualitative case study approach. The setting of this research is SMKN 1 Purwakarta as one of the Vocational High Schools in West Java that implements the BLUD system. The informants in this study were the head of SMKN 1 Purwakarta or the head of the BLUD at SMKN 1 Purwakarta, and the Head of the Branch Office of the Education Office Region IV West Java. Collecting data through observation, in-depth interviews and documentation. The data analysis technique refers to the Miles & Huberman interactive model analysis, including data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the election of SMKN 1 Purwakarta to change the system to become a BLUD with 34 other SMKs in West Java because SMKN 1 Purwakarta is one of the assets belonging to the West Java government in the field of education, where the condition of its existence will determine the effectiveness of its role and contribution to society in the field of education. human resource development framework. SMKN 1 Purwakarta has prepared all the requirements that must be met to be able to implement the BLUD system. BLUD provides flexibility for schools to manage finances to be used for teacher welfare, and can be used to develop and optimize school services. However, adaptation needs to be done so that all teachers understand this newly implemented system.
