Abstract

Sistem Informasi saat ini sudah menjadi kebutuhan primer organisasi, ini sejalan dengan konsep dasar pengelolaan yang memberdayakan fungsi manajemen yaitu; perencanaan, pelaksanaan dan evaluasi, yang dampaknya akan mempercepat pencapaian sasaran dan tujuan organisasi. Pengelolaan sistem informasi yang kompatibel, efektif dan efisien, akan mendukung dan peningkatan kinerja organisasi secara komprehensif. Pusat Pengembangan dan Pemberdayaan Pendidik dan Tenaga Kependidikan (P4TK), melaksanakan pengelolaan sistem informasi sesuai kebutuhan yang uraian dan rincian tugasnya dilandasi Permendiknas No. 08/2007 dan Permendiknas No.50/2008. Selain pemberdayaan fungsi manajemen dalam Pengelolaan sistem informasi, keberadaan dan kelengkapan komponen sistem informasi, yaitu; SDM, Perangkat keras, perangkat lunak, sistem database, infrastruktur/ICT, dan mekanisme/SOP) sangat penting. Dan pelaksanaan pengelolaan yang ideal dan standar akan menghasilkan nilai sistem informasi pada seluruh aktivitas kegiatan, yang akan berdampak pada kinerja sistem serta kinerja organisasi. Untuk memahami, mendalami, dan menginvestigasi hal tersebut, dibuat desain dengan pendekatan ”penelitian kualitatif’ yang di mulai dengan membuat pertanyaan pokok (Grand Questions), dan rincian pertanyaan detail sebagai dasar melakukan penelitian, kemudian membuat rumusan masalah, yaitu: ”Bagaimana Strategi Pengelolaan Sistem Informasi Pusat Pengembangan dan Pemberdayaan Pendidik dan Tenaga Kependidkan ?”. Berdasarkan eksplorasi, eksplanasi, analisis, kajian dan pembahasan hasil penelitian, diperoleh hasil sebagai berikut, Pertama; Pengelolaan Sistem Informasi P4TK belum dilaksanakan dengan strategi pengelolaan yang ideal dan komprehensif. Kedua; Keberadaan komponen sistem informasi seperti SDM, perangkat keras, dan infrastruktur/ICT sudah lengkap dan memadai, untuk komponen perangkat lunak, sistem database dan mekanisme/SOP belum memadai untuk melaksanakan sistem informasi yang efektif, dan efisien. Ketiga; Nilai dari hasil pengelolaan sistem informasi P4TK saat ini belum optimal dan belum berdampak pada kinerja organisasi. Selanjutnya dibutuhkan kajian dan pengembangan strategi pengelolaan sistem informasi, yang kompatibel, efektif dan efisien untuk mengoptimalkan kinerja sistem dan mendukung kinerja organisasi secara menyeluruh. ABSTRACT THE MANAGEMENT INFORMATION SYSTEM OF PUSAT PENGEMBANGAN DAN PEMBERDAYAAN PENDIDIK DAN TENAGA KEPENDIDIKAN (Study of Information System Management in P4TK: P4TK BMTI Bandung, PATK IPA Bandung and P4TK of Agriculture Cianjur) Information system nowadays has become a primary need of organization. It is in compliance with basic concept of management that empower management function itself, namely: planning, implementation and evaluation, that their impact will accelerate the accomplishment of objectives and aims. The management of information system that compatible, effective and efficient will support the enhancement of organization performance comprehensively. The Centre of Educator and Educational Staff’s Development and Empowerment (P4TK), implement information system management in accord with the needs that its detail and task is based on Permediknas No. 08/2007 and Permendiknas No.50/2008. Beside the empowerment of management function in information system management, the existence and completeness of information system component, that is; Human Resource, hardware, software, database system, infrastructure/ICT, and mechanism/SOP) are very important. The implementation of ideal and standard management will produce information system value in all activities, that will give impact to system performance and also organization performance. To comprehend, to obtain deep understanding, and to investigate this thing, design is made by “qualitative study” approach that begins by make Grand Questions and the detail of question as a basis to conduct the study, then make problem formulation, namely: “How Does The Strategy of Central Information System Management of Educator and Educational Staff’s Development and Empowerment?” Based on exploration, explanation, analysis, examination and discussion of study result, the results are obtained as follow: First; The Information System Management of P4TK has not been implemented by management strategy that ideal and comprehensive. Second; The existence of information system component such as Human Resource, hardware and infrastructure/ICT have been complete and adequate, whereas software component, database system and mechanism/SOP have not yet adequate to implement information system that effective and efficient. Third; The value of information system management result of P4TK this time have not yet optimal and have not been impacted on organization performance. Furthermore, study and strategy development of information system management is needed, that compatible, effective and efficient to optimize system performance and support organization performance as whole.
