Abstract

Pendidikan memiliki posisi strategis di dalam merespons perubahan dan tantangan yang diakibatkan oleh perkembangan ilmu pengetahuan dan teknologi. Selain itu, pendidikan berperan penting dalam upaya peningkatan kualitas kehidupan manusia baik sosial dan spiritual maupun intelektual dan profesional. SMP Rintisan Sekolah Standar Nasional (SMP RSSN) di Kabupaten Indramayu sebagai satuan pendidikan formal dituntut untuk menghasilkan lulusan yang berkemampuan akademis, keterampilan, dan sikap mental yang relevan dengan tuntutan perkembangan ilmu pengetahuan dan teknologi. Penelitian ini berfokus pada analisis faktor-faktor determinan pengembangan mutu proses pembelajaran dan mutu pendidikan di SMP berkategori RSSN. Faktor-faktor tersebut meliputi kepemimpinan kepala sekolah, budaya organisasi sekolah, komitmen guru, dan peranserta masyarakat. Populasi penelitian ini adalah seluruh guru di 22 SMP Negeri berkategori RRSN di Kabupaten Indramayu, yang berjumlah 603 orang. Seluruh anggota populasi tersebut sekaligus dijadikan sampel. Hasil analisis menunjukkan temuan berikut ini. Pertama, variabel-variabel kepemimpinan kepala sekolah, budaya organisasi sekolah, komitmen guru, dan peran serta masyarakat, secara parsial berkorelasi signifikan dengan variabel mutu proses pembelajaran di SMP berkategori RSSN di daerah penelitian. Secara berturut-turut, koefisien korelasi masing-masing variabel tersebut adalah 0,65 (kepemimpinan kepala sekolah); 0,70 (budaya organisasi); 0,69 (komitmen guru); dan 0,59 (peranserta masyarakat). Dengan urutan yang sama, didapati pula koefisien determinasi parsial masing-masing variabel bebas tersebut terhadap variabel mutu proses pembelajaran, yaitu: 0,16 (kepemimpinan kepala sekolah); 0,24 (budaya organisasi sekolah; 0,27 (komitmen guru); dan 0,21 (peranserta masyarakat). Sedangkan koefisien determinasi simultan untuk seluruh variabel bebas adalah 0,58. Kedua, dalam struktur hubungan parsial antara variabel bebas mutu proses pembelajaran dengan variabel terikat, didapatkan koefisien korelasi 0,58 dan koefisien determinasi 0,58. Derajat kontribusinya sekitar 34%. Ketiga, apabila seluruh variabel bebas (X1; X2; X3; dan X4) dan variabel intervining (Y) dianalisis korelasi dan determinasinya terhadap variabel terikat mutu sekolah (Z), diperoleh koefisien-koefisien korelasi kepemimpinan kepala sekolah (0,44); budaya organisasi (0,54); komitmen guru (0,44); peranserta masyarakat 0,56; dan mutu proses pembelajaran (0,58). Implikasi penting dari temuan penelitian ini adalah perlunya pengembangan kepemimpinan kepala sekolah, budaya sekolah, komitmen guru, dan peranserta masyarakat yang kontributif terhadap mutu proses pembelajaran dan mutu pendidikan SMP berkategori kategori RSSN di Kabupaten Indramayu. Pemberdayaan faktor-faktor kunci tersebut hendaknya berpijak kepada prinsip-prinsip selalu berfokus kepada pengguna jasa, keterlibatan total semua warga sekolah, ukuran baku mutu pendidikan, memandang pendidikan sebagai sistem, dan perbaikan mutu pendidikan secara berkelanjutan. ABSTRACT QUALITY SCHOOL MANAGEMENT ( Contribution of school principal’s leadership, organization culture, teacher’s commitment and community participation to the quality of national standard school categorized – junior high schools Indramayu Regency ) M. Ali Hasan Education has a strategic position in responding to changes and challenges caused by the development of science and technology.In addition,Education has an important role in improving the quality of human lives both socially and spiritually , even intellectually and professionally. National standard-categorized Junior High schools ( In Process ) in Indramayu Regency as formal education units are required to produce graduates who possess academic ability, skills, and mental attitude that are relevant to science and technology requirement. This research covers determinant factors having influences in developing school quality consisting of such components as : School Principal’s leadership, school organization culture , teachers’ commitment and the participation of community in improving the quality of learning process and education quality of National standard – categorized Junior High Schools in Indramayu regency . The population of this research is all teachers coming from 22 State junior high schools categorized as National standard schools ( in Process ) in Indramayu as many as 603 teachers. The whole population members are claimed as samples by the writer. The result of the research shows that , first, School Principal’s leadership variables , School organization culture , teachers’ commitment and community’s participation partially have significant correlation to the variable of learning process quality at national standard -Junior high School in researched area. In a row, the Correlation Coefficient of each variable is 0.65( School Principal’s leadership );0.70 ( organization culture );0.69 ( Teachers’ commitment ) and 0.59 ( Community’s participation ). With the similar sequence , the partial determination coefficient of the independent variables toward learning process quality variable is also gained, that is 0.16 ( School Principal’s leadership );0.24 ( school organization culture ); 0.27 ( teachers’ commitment ) ;and 0.21 ( Community participation ). While the simultaneous determination coefficient for all independent variables is 0.58. Second, in a partial connection structure between independent variable of learning process quality and dependent variable , correlation coefficient of 0.58 is gained and determination coefficient of 0.58.The contribution degree is around 34 %.Third, If the correlation and determination of all independent variables (X1;X2;X3; and X4) and intervening variable ( Y ) towards dependent variable of school quality ( Z ) are analyzed , Correlation coefficient of School Principal’s leadership ( 0.44) ;Organization Culture ( 0.54 ); teachers ’commitment( 0.44 ) ; Community participation ( 0.56 ),and learning process quality (.58) The important implication of this research finding is the necessity to develop school principal’s leadership, school culture, teachers’ commitment and the active participation of society having contribution to the quality of learning process and education quality of National Standard Junior High Schools in Indramayu .The empowerment of the key factors is supposed to be based on such principles as , it always focuses on the customers,total involvement of all school community members, standardized measurement of education quality,viewing education as a system,and sustainable education quality improvement.
