Abstract

Permasalahan yang dikaji dalam penelitian ini yakni rendahnya efektivitas pengelolaan arsip dinamis di Sekretariat Daerah Provinsi Jawa Barat yang disebabkan oleh rendahnya kualitas sumber daya manusia kearsipan. Masalah ini penting untuk diatasi karena apabila dibiarkan akan menghambat proses pemenuhan informasi bagi instansi. Maka dari itu kinerja pegawai kearsipan perlu ditingkatkan, dan untuk meningkatkan kinerja diperlukan sumber daya manusia yang kompeten. Tujuan dari penelitian ini memverifikasi pengaruh kompetensi kearsipan terhadap efektivitas pengelolaan arsip dinamis di Sekretariat Daerah Provinsi Jawa Barat baik secara langsung maupun tidak langsung yaitu melalui mediasi kinerja pegawai. Metode penelitian yang digunakan yaitu verifikatif Explanatory Survey dengan pendekatan kuantitatif. Data penelitian diperoleh melalui penyebaran angket dengan ukuran sampel 45 pegawai kearsipan di Sekretariat Daerah Jawa Barat yang mengelola arsip dinamis. Teknik analisis data yang digunakan adalah Path Analysis Model untuk mengetahui pengaruh langsung dan tidak langsung. Hasil penelitian menunjukkan bahwa kompetensi kearsipan memiliki pengaruh langsung dan signifikan terhadap efektivitas pengelolaan arsip dinamis di Sekretariat Daerah Jawa Barat. Begitupun kompetensi kearsipan berpengaruh positif dan signifikan terhadap efektivitas pengelolaan arsip melalui mediasi kinerja pegawai. Artinya dalam penelitian ini, kinerja pegawai dapat dikatakan mampu memberikan peranan sebagai variabel mediasi. The problem studied in this study is the low of records management effectiveness at the Sekretariat Daerah Provinsi Jawa Barat caused by the low performance of its human resources. This problem is important to be tackled because if left unchecked, the process of fulfilling information for institution will be carried out. Therefore, the performance of employees needs to be improved, and to improve the performance, it needs competent human resources. The purpose of this study is to verify the effect of employee competency in records on the effectiveness of records management at the Sekretariat Daerah Provinsi Jawa Barat, either directly or indirectly, namely through mediation of employee performance. The research method used is Explanatory Survey verification with a quantitative approach. The data was obtained by distributing questionnaires with a sample size of 45 employees at the Sekretariat Daerah Provinsi Jawa Barat who manages institution records. The data analysis technique used is Path Analysis Model to determine the direct and indirect effects. The results showed that employee competency on records have a direct significant influence on the effectiveness of records management at Sekretariat Daerah Provinsi Jawa Barat. As if employee competency on records has a positive and significant effect on the effectiveness of records management through mediation of employee performance. This means that in this study, employee performance can be said to be able to provide a role as a mediating variable.
