Abstract

Adanya fenomena banyaknya pemuda yang masuk dalam struktur pemerintahan saat ini belum berdampak signifikan, dengan merujuk pada belum meningkatnya capaian Indeks Pembangunan Pemuda (IPP) saat ini, sehingga perlu adanya peran yang lebih besar dari pemuda untuk meningkatkan demokrasi inklusif dengan mengkonstruksi makna pemberdayaan pemuda. Maka dari itu, tujuan dari penelitian ini adalah untuk mengetahui konstruksi makna pemberdayaan pemuda yang dibangun oleh kelompok-kelompok pemda saat ini. Penelitian ini dilaksanakan melalui pendekatan kualitatif, dengan metode fenomenologi, analisis data pada riset ini berfokus pada reduksi data, display data, serta verifikasi. Hasil penelitian ditemukan bahwa konteks realitas pemenuhan demokrasi yang inklusif di kalangan pemuda, yang berfokus pada pembukaan kebebasan berpendapat dan partisipasi, tentu belum dilaksanakan secara optimal oleh setiap segmen pemuda yang menjadi lokasi penelitian termasuk dengan adanya fenomena pemuda yang masuk dalam struktur pemerintahan maka akan semakin mewarnai dan memenuhi kuota dari pemuda untuk berada pada posisi pemerintahan tanpa terkecuali. Implikasi dari penelitian ini akan memberikan konstruksi makna dalam pemberdayaan pemuda untuk menunjang partisipasi politik pemuda, membangkitkan potensi dan peran aktif pemuda serta demokrasi inklusif yang merangkul setiap kelompok pemuda. Secara keseluruhan penelitian ini memberikan titik acuan yang tepat untuk peneliti lebih lanjut mengidentifikasi pemberdayaan pemuda sebagai salah satu aspek dalam mewujudkan demokrasi yang inklusif. The phenomenon of the number of youths who are included in the current government structure has not had a significant impact with reference to the current increase in the achievement of the Youth Development Index (IPP), so that there is a need for a greater role from youth to improve inclusive democracy by constructing the meaning of youth empowerment. Therefore, the purpose of this study is to find out the meaning of youth empowerment built by local government groups at this time. This research was carried out through a qualitative approach, using phenomenological methods, data analysis in this research focused on data reduction, data display, and verification. The results of the study found that the context of the reality of the fulfillment of inclusive democracy among youth, which focuses on opening up freedom of expression and participation, has certainly not been carried out optimally by each segment of youth that is the location of the study, including the phenomenon of youth who are included in the government structure, it will be more colorful. and fulfill the quota of youth to be in government positions without exception. The implication of this research will be to provide meaning construction in youth empowerment to support youth political participation, generate potential and active role of youth and inclusive democracy that embraces every youth group. Overall, this study provides an appropriate reference point for further researchers to identify youth empowerment as one aspect of realizing inclusive democracy.
