Abstract
Daerah Aliran Sungai (DAS) Sungai Citarum dalam membuang sampah, memberikan pengaruh secara langsung terhadap kerusakan dan pencemaran yang dialami oleh Sungai Citarum. Adapun pelaksanaan yang di atur oleh peraturan Gubernur Jawa Barat no 5 tahun 2019 pasal 7 “Dalam rangka pelaksanaan pengendalaian pencemaran dan kerusakan DAS Citarum, dibentuk Satgas berdasarkan PERPRES Nomor 15 Tahun 2018 tentang Pecepatan Pengendalian Pencemaran dan Kerusakan Daerah Aliran Sungai Citarum. Tujuan dari penelitian ini adalah untuk mengetahui kekuatan, kelemahan, peluang, serta mengetahui tingkat kesadaran dan gerakan partisipasi masyarakat. Penelitian ini menggunakan metode deskriptif pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentai, subjek penelitian terdiri dari dua SATGAS Citarum Harum, satu pemerintahan Desa Biru, dan dua Petani. Berdasarkan pada hasil temuan penelitian, dapat ditemukan bahwa: 1) Kelemahan kurangnya komunikasi yang menyebabkan kesalahan antara penyampaian petugas dengan pemahaman masyarakat. 2) Hambatan dari aspek anggaran serta masyarakat memiliki kesibukan lain. 3) Peluang lingkungan menjadi aman, ramah, bersih dan terhindar dari bencana alam. 4) Ancaman ketika air meningkat menyebabkan banjir. Daerah aliran Sungai (DAS) Citarum River in disposing of the trash, give the effect directly against damage and pollution experienced by the Citarum River. as for the implementation of which is regulated by the West Java Governor decree no. 5 year of 2019 chapter 7 " In the framework of the implementation of the control of pollution and damage to the Citarum river basin, formed a task Force based on the presidential REGULATION Number 15 of the Year 2018 about the Acceleration of the Control of Pollution and Damage to the Area of Citarum River Flow. the purpose of this research is to know the strengths, weaknesses, opportunities, and determine the level of awareness and movement of community participation. This research method using descriptive qualitative approach. Data collection techniques used were interviews, observation, and documentation study, the subject of the research consists of two SATGAS Citarum Harum, one Village government Blue, and two Farmers. Based on the results of the research findings, it can be found that: 1) the Weakness of the lack of communication that caused the error between the delivery of the officers with an understanding of the community. 2) the resistance of the aspects of the budget and the public have a pleasure the other. 3) Opportunities the environment to be a safe, friendly, clean and protected from natural disasters. 4) the Threat when the flood water increases causing a flood.
