Abstract

Penelitian ini berjudul Pengaruh Diklat Struktural Terhadap Peningkatan Kinerja Pegawai Di lingkungan Departemen Energi dan Sumber Daya Mineral. Permasalahan dalam penelitian tesis ini adalah untuk mengetahui pengaruh diklat ADUM dan SPAMA terhadap peningkatan kinerja pegawai dalam melaksanakan tugas pokok untuk mencapai tujuan organisasi. Rumusan masalah itu diuraikan atas beberapa pertanyaan penelitian, sebagai berikut: 1. Seberapa besar pengaruh diklat struktural terhadap peningkatan kinerja pegawai; 2. Seberapa besar pengaruh pengembangan organisasi dan penyelenggaraan diklat struktural terhadap peningkatan kemampuan pegawai; 3. Seberapa besar pengaruh peningkatan kemampuan terhadap peningkatan kinerja pegawai; 4. Seberapa besar hubungan pengembangan organisasi dengan penyelenggaraan diklat struktural dan hubungan berganda antara pengembangan organisasi dan penyelenggaraan diklat struktural dengan peningkatan kemampuan pegawai. Studi dalam tesis ini dilakukan melalui metoda penelitian analisis deskriptif dengan teknik pengambilan sampel acak gerombol (cluster random sampling). Untuk mengetahui signifikansi pengaruh diklat terhadap peningkatan kinerja, dilakukan pengujian perbedaan dua buah rata-rata populasi dan untuk mengetahui besarnya hubungan antara variabel dilakukan analisis korelasi. Berdasarkan pengujian hipotesis dan analisis permasalahan, dapat disimpulkan sebagai berikut: 1. Terdapat pengaruh yang signifikans dari diklat struktural terhadap peningkatan kinerja pegawai. Besarnya pengaruh diklat ADUM terhadap peningkatan kinerja adalah 34,625 % dan besarnya pengaruh diklat SPAMA terhadap peningkatan kinerja adalah 10,20 %; 2. Besarnya pengaruh pengembangan organisasi terhadap peningkatan kemampuan alumni diklat ADUM adalah 17,48 %, sedangkan pengaruh variabel penyelenggaraan diklat adalah 72,83 %. Pengaruh peningkatan kemampuan terhadap peningkatan kinerja adalah 87,10 %dan pengaruh variabel lainnya adalah 12,90%. 3. Besarnya pengaruh pengembangan organisasi terhadap peningkatan kemampuan alumni diklat SPAMA adalah 7,12 %, sedangkan pengaruh variabel penyelenggaraan diklat terhadap peningkatan kemampuan alumni adalah 70,12 %. Pengaruh peningkatan kemampuan terhadap peningkatan kinerja adalah 81,24 %dan pengaruh variabel lainnya adalah 18,76 %. ----- This research is entitled "The Influence of Structural Education and Training Upon Personnel Performance Improvement within the Ministry of Energy and Mineral Resources". Cases in this thesis research are to find out of how the influences of both Education and Training for General Administration (ADUM) and Education and Training for Staff and Middle Management (SPAMA) are towards the personnel improvement performance. Such a case formula is elaborated into the following research questions: 1. How much the influence of structural education and training upon personnel performance improvement is; 2. How much the influences of organizational development and the management of structural education and training upon personnel performance improvement are; 3. How much the influence of competency enhancement upon the personnel improvement performance is; 4. How much the relationship of organizational development and the management of structural education and training is; This thesis study was carried out by applying a descriptive analysis method through a cluster random sampling technique. To reach a significant influence of the education and training upon the performance improvement, it was conducted by examining two different populations at average, and to discover the level of relationship between each of variables was carried out by means of an analysis correlation. Based on such a case analysis, it is concluded, as follows: 1. The level of influence of the Education and Training for General Administration upon the performance improvement significantly equals to 34.625 %, and the level of influence of the Education and Training for Staff and Middle Management upon the performance improvement amounts to 10.20 %. 2. The level of influence of the organizational development upon the training alumni performance of the Education and Training for General Administration is 17.48 %, while the influence of the education and training management variable is 72.83 %. The influence of competency improvement upon the performance improvement equals to 87.10 %, and other influence variable is 12.90%. 3. The level of influence of the organizational development upon the alumni's competency improvement of the Education and Training for Staff and Middle Management equals to 7.12 %, while the influence of the management of education and training over its alumni's competency improvement equals to 70.12 %. The influence of competency improvement upon the performance improvement is 81.24 %, and other influence variable is 18.76 %.
