Abstract

ABSTRAK
Keberhasilan pendidikan agama Islam sebagian besar tergantung dari guru
sebagai pelaksana kurikulum. Guru Pendidikan Agama Islam (GPAI) merupakan
tenaga kependidikan yang berperan aktif dalam peningkatan keimanan dan
ketaqwaan. Oleh karena itu, GPAI dituntut memilki wawasan keguruan yang tepat
sesuai dengan kebijakan pendidikan yang berlaku di Departemen Agama R.L dan
Departemen Pendidikan Nasional. Wawasan keguruan tersebut pada dasarnya
meliputi wawasan yang menyangkut dengan materi agama dengan wawasan yang
menyangkut metodologi penyampaiannya yang sering disebut dengan wawasan
kependidikan.
Dalam rangka meningkatkan wawasan kependidikan guru agama, sejak tahun
1985 telah dilakukan kerja sama antara Dirjen Pendidikan Dasar danMenengah
Departemen Pendidikan dan Kebudayaan dengan Dirjen Pembinaan Kelembagaan
Agama Islam Departemen Agama, bahwa secara operasional peningkatan wawasan
kependidikan tersebut dilakukan oleh Kepala Sekolah dan Pengawas Pendidikan
Agama Islam (Pendais).
Atas dasar pemikiran tersebut, penulis tertarik untuk meneliti tentang peranan
kepala sekolah dan pengawas pendais dalam mengembangkan kemampuan profesional
GPAI di sekolah dasar, dengan studi kasus diSDNSukamenak IIdan SDNMargahayu
XIII. Penelitian terfokus kepada "Bagaimana peranan kepala sekolah dan pengawas
pendais dalam pengembangan kemampuan profesional guru pendidikan agama Islam
(GPAI) di SDN Sukamenak II dan SDN Margahayu XIII, Kecamatan Margahayu,
Kabupaten Bandung"
Metode penelitian yang digunakan adalah metode deskritif analitik dengan
pendekatan kualitatif Dengan populasinya adalah kepala SDN Sukamenak II, kepala
SDN Margahayu XIII, Pengawas Pendais Kec. Margahayu, Guru Pendidikan Agama
Islam SDNSukamenak II dan Guru Pendidikan Agama Islam SDN Margahayu XIIL
Dengan meneliti kegiatan kepala sekolah, kegiatan pengawas pendais, kegiatan
kerjasama kepala sekolah dengan Pengawas Pendais, dan respons tanggapan guru
pendidikan agama Islam atas kegiatan yang dilakukan kepala sekolah dan pengawas
pendais dalam pengembangan kemampuan profesional GPAI, maka dan hasil
penelitian tersebut dapat diungkapkan, bahwa kerja sama tersebut belum optimal, hal
tersebut dapat dilihat dan kinerja pengawas pendais yang terkesan ragu-ragu, dan
kepala sekolah yang tidak dapat berupaya mencairkan keragu-raguan tersebut, yang
berdampak pada tidak produktijnya kerjasama tersebut.
Dalam meneliti masalah ini, terungkap temuan yang mesti disikajv dengan
positif oleh berbagai pihak yang berkepentmgan dalam upaya pengembangan
kemampuan profesional GPAI iniyaitu, kurangnya koordinasi yangsistematis antara
intansi terkaif yang bertugas mengembangkan kemampuan profesional tenaga
kependidikan tersebut, serta belum ierealisasikannya SKB Menieri Agama dan Menteri
Pendidikan dalam segi pembinaan, pengawasan dan penilaian teknik Pendidikan Guru
PendidikanAgama Islam.
Pengembangan kemampuan profesional GPAI dapat dijadikan kajian yang
bermakna untuk menghasilkan suatu sistem pengembangan kemampuan profesional
hagi GPAI sesuai dengan kondisi tingkungannya. "Sistem Pembinaan Profesional"
yang dicanangkan oleh Kepala Cabang Dinas Pendidikan Margahayu dan didukung
penuh oleh Pokjawas Kandepag Kabupaten Bandung, yang hendak menyentuh guru
pendidikan agama Islam, diharapkan kebijakan tersebut bukan hanya propaganda
atau wacana saja. Untuk itu penulis tuangkan dalam bentuk rekomendasi agar
ditindak lanjuti olehpihakyang berwenang.

Efficacy of Islam education mostly depends on the teacher as the implementer
of curriculum. Teacher of Islam Education represents human resources of education
which have a big role in the enhancement offaith in God. Therefore, Teacher ofIslam
Education is demanded to have a broad teachership knowledge as according to
education policy which is going into effect in The Religion Department ofIndonesia
and The Department of National Education. The Teachership Knowledge basically
covers knowledge which is concerning on religion materials that focus on teaching
methodologies. It is often referred as educational knowledge.
In order to improve educational knowledge ofreligion teacher, since 1985, the
cooperation between General Director of Basic and secondary, Department of
Education and Culture with General Director Of Institutional Department of Islamic
Religion has been conducted and operationally the enhancement of educational
knowledge is conducted by the Headmaster and Supervisor ofIslam education.
Concern on cooperation between Headmaster and Supervisor of Islam
Education in Based on that theoretical bases, the writer is interested in the research that
developing professional ability ofthe teacher in elementary school, with case study in
SDN Sukamenak II and SDN Margahayu XIII. The research is focused on" How the
Headmaster and Supervisor of Islam Education Cooperate in the development of
professional ability of teacher ofIslam education in SDN Sukamenak II and ofSDN
Margahayu XIII, District OfMargahayu, Sub-Province ofBandung".
Research method used by the writer is the descriptive analytic method with
qualitative approach. The population is the Headmaster of SDN Sukamenak II,
Headmaster of SDN Margahayu XIII, Supervisor of Islam education ofDistrict of
Margahayu, and the Teacher of Islam Education ofSDN Margahayu XIII.
By observing the activity of Headmaster, activity of Supervisor of Islam
education, activity of Headmasters cooperation and the Teacher's response upon the
activity conducted by Headmaster and Supervisor of Islam education in the
development of professional ability, hence from the result ofthat research, it can be
revealed that the cooperation has not been optimalized. It can be seen from the
performance of the supervisor of Islam education that tend to be hesitate, the
headmaster who cannot cope with such doubtfulness, therefore it affect the quality of
that cooperation.
In observing this problem, it can be found that there are some problems that
must be faced positively by various interested parties in the effort ofdevelopment of
professional ability. The problem are the lack of systematic coordination among
relevant institution which functions to develop ability of educational human resources,
and also the SKB of Minister of Religious affairs and Minister of Education in
construction facet, observation and assessment of education technique ofteacher of
Islam education.
The development of professional ability ofTeacher of Islam Education can be
formed to become study that produce the development of professional ability system
that fit condition of its environment. "The Professional Construction system" which is
announced by Branch Head OfDepartment ofEducation Margahayu, that intended to
improve the quality of Teacher ofIslam Education. It is expected that the policy not
merely just discourse or propaganda. Therefore, the writer present it in the form of
recommendation so that it can be followed up by party in charge.
