Abstract

----- One of the indicators of the successful learning of distance learning students can be found in their ability in self-directed learning. As a form of a guided learning process, tutorial can facilitate and enhance the productivity of self-directed learning. In line with the above view, the study aimed to investigate the effectiveness of tutorials, to be seen from the improvement of the quality of students' self-directed learning and their performance. Improvement of learning performance was measured against the insignificant difference in the students' grade final average on the tutored and untutored subjects. The study adopted a survey combined with a descriptive analysis method. Populationfor the study was students of Elementary Teacher Education Program, Faculty of Teaching and Educational Sciences, Open University, at Bandung Regional Office. 654 students were purposively sampled according to their length of study. Two variables were involved, namely students' readiness for selfdirected learning process and their learning performance. Data for students' readiness were obtained through a document analysis. Findings from the study show that a significant increase in the students' readiness for self-directed learningwas evident after the third semester. Secondly, the difference in the final results of the tutored and untutored subjects is significant. Thirdly, it was found that financing was not a factor that determined the success of students' learning. Fourthly, tutorial process contributed to the effectiveness of self-directed learning. Finally, typesofcounseling, particularly ecounseling, could be implemented so long as they were adjusted to the characteristics of the students as well as the supporting systems available at Bandung Regional Office. Counseling could take the forms of solving the problems faced by the students during their study, particularly in relation to learningtime management, understanding learningsystemsat Open University. The study recommends periodical socializations of models and mechanisms of tutorials both to the tutors and to the students. Furthermore, the study also provides a new framework for the administration of guidance and counseling for students of distance learning programs. As a distance learning provider, Open University is required to provide facihties that will support the conduct ofguidance and counseling through its Regional Office.
