Abstract
Seluruh negara di dunia dikejutkan oleh paparan virus yang diidentifikasi sebagai salah satu jenis baru Novel Coronavirus sebagai penyebab penyakit Coronavirus Disease-2019/COVID-19. Hal ini berkaitan dengan respons dan tanggung jawab pemerintah daerah Cidahu untuk mencari strategi pencegahan penyebaran virus COVID-19 melalui pelaksanaan kebijakan vaksinasi massal. Secara hukum, pemerintah memiliki kewajiban untuk menyediakan pelayanan kesehatan bagi seluruh warganya sebab kesehatan publik merupakan bentuk perwujudan dari pemerintahan yang sah. Penelitian ini bertujuan untuk memberi gambaran sejauh mana upaya yang dilakukan oleh pemerintah daerah Cidahu dalam mengemban tanggung jawab serta kewajibannya untuk memenuhi hak warganya dalam mendapatkan akses kesehatan melalui kebijakan berupa program vaksin COVID-19, mengetahui komunikasi antara pemerintah dan masyarakat Cidahu dalam mengatasi kesimpangsiuran informasi terkait vaksin COVID-19 di sosial media, dan mengetahui perlindungan hukum negara dan pemerintah Kuningan terkait akses vaksin COVID-19 sebagai dasar pedoman dalam upaya pencegahan dan penanggulangan pandemi COVID-19. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif. Bentuk penelitian deskriptif yang digunakan peniti pada judul penelitian ini adalah pendekatan studi kasus. Hasil dari penelitian ini menjelaskan upaya dan komunikasi berupa edukasi dan sosialisasi pemerintah dalam menyediakan akses vaksin COVID-19 terhadap pemenuhan hak warga Cidahu dalam mencapai kekebalan kelompok pada masyarakat Kecamatan Cidahu dapat dinyatakan efektif dan berhasil terealisasikan karena sebanyak 34.548 jiwa atau setidaknya 75% dari masyarakat Kecamatan Cidahu telah melaksanakan vaksinasi di tahun 2021 ini. Maka dari itu dengan kebijakan berupa vaksin ini, masyarakat akan memiliki minat untuk melaksanakan kewajiban vaksinasi dan membentuk kekebalan kelompok sehingga dapat mengurangi penyebaran pandemi COVID-19 di Kecamatan Cidahu. Kata Kunci: pemerintah, kebijakan, vaksin, hak dan kewajiban, warga negara ABSTRACT GOVERMENT EFFORT IN PROVIDING ACCESS TO VACCINE COVID-19 TO FULFILLMENT OF CITIZEN RIGHT (DESCRIPTION STUDY IN DISTRICK CIDAHU, KUNINGAN REGENCY) All countries in the world were shocked by exposure to a virus that was identified as one of the new types of Novel Coronavirus as the cause of Coronavirus Disease-2019/COVID-19. This relates to the response and responsibility of the Cidahu local government to seek strategies to prevent the spread of the COVID-19 virus through the implementation of a mass vaccination policy. By law, the government has an obligation to provide health services for all its citizens because public health is a form of embodiment of legitimate government. This study aims to illustrate the extent of the efforts made by the Cidahu local government in carrying out its responsibilities and obligations to fulfill the rights of its citizens in obtaining access to health through policies in the form of the COVID-19 vaccine program, knowing the communication between the government and the Cidahu community in overcoming the confusion of related information. COVID-19 vaccines on social media, and knowing the legal protections of the Kuningan state and government regarding access to the COVID-19 vaccine as a basic guideline in efforts to prevent and overcome the pandemic COVID-19. This research uses a qualitative approach with descriptive research method. The form of descriptive research used in the title of this research is a case study approach. The results of this study explain that efforts and communication in the form of government education and socialization in providing access to the COVID-19 vaccine for the fulfillment of the rights of Cidahu residents in achieving group immunity in the Cidahu District community can be declared effective and successfully realized because as many as 34,548 people or at least 75% of the people of the Cidahu District Cidahu has carried out the vaccination in 2021. Therefore, with this policy in the form of a vaccine, the community will have an interest in carrying out vaccination obligations and forming group immunity so that it can reduce the spread of the COVID-19 pandemic in Cidahu District.
