Abstract
Kontestasi legislatif daerah tidak terlepas dari masalah keterwakilan perempuan. Argumen Phillips memandang bahwa kehadiran perempuan dalam badan pengambilan keputusan menjadi kondisi yang diperlukan untuk representasi perempuan. Keberadaan perempuan dalam legislatif mengemban fungsi representasi perempuan yang akan membuka peluang para legislator tersebut untuk membawa aspirasi perempuan di ranah legislatif. Maraknya kekerasan anak dan perempuan sepanjang tahun 2019-2020 di Majalengka menjadi aspirasi perempuan yang penting untuk diatasi. Hal ini membuat diajukannya rancangan peraturan daerah dari inisiatif pemerintah. Kondisi ini menarik untuk diteliti untuk mengetahui peran anggota legislatif perempuan dalam upaya pemenuhan aspirasi perempuan. Penelitian ini dilakukan menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa anggota legislatif perempuan di DPRD Kabupaten Majalengka sudah mampu menunjukkan langkah kinerja sebagai representasi perempuan. Namun tingkat peran yang ditunjukkan berbeda antara satu sama lainnya. Representasi ditunjukkan dengan turut dalam memperjuangkan kepentingan perempuan pada proses pembentukan Perda Kabupaten Majalengka Nomor 2 Tahun 2021 tentang Penyelenggaraan Perlindungan Perempuan dan Anak. Selain itu optimalisasi fungsi representasi perempuan dilakukan dengan memperluas jaringan komunikasi dan koordinasi bersama lembaga serta organisasi pemerhati perempuan dan anak. The regional legislative contestation cannot be separated from the problem of women's representation. Phillips' argument views that the presence of women in decision-making bodies is a necessary condition for women's representation. The existence of women in the legislature carries out the function of women's representation which will open up opportunities for these legislators to bring women's aspirations into the legislative realm.The rise of violence against children and women throughout 2019-2020 in Majalengka is an important aspiration of women to overcome. This led to the submission of a draft regional regulation from a government initiative. This condition is interesting to study to find out the role of women legislative members in an effort to fulfill women's aspirations. This research was conducted using a qualitative descriptive method. The results showed that female legislators in the Majalengka Regency DPRD were able to show performance steps as a representation of women. However, the level of roles shown is different from one another. The representation is shown by the participation in the process of forming the Majalengka Regency Regulation Number 2 of 2021 on the Implementation of Women and Children Protection. In addition, the optimization of the function of women's representation is carried out by expanding the communication network and coordination with institutions and organizations that observe women and children.
