Abstract

Penelitian ini dilatarbelakangi oleh tuntutan yang harus dimiliki oleh LPMD dalam peranannya untuk melakukan pemberdayaan di masyarakat terutama meningkatkan partisipasi masyarakat dalam pembangunan yang dilakukan di Desa. Adapun tujuan dari penelitian ini untuk mengetahui peran dari LPMD dalam meningkatkan partisipasi masyarakat, langkah-langkah LPMD dalam meningkatkan partisipasi, dan faktor pendukung dan penghambat LPMD dalam upaya meningkatkan partisipasi masyarakat. Landasan teori dalam penelitian ini yaitu konsep pemberdayaan masyarakat, peran, partisipasi, perencanaan. Metode yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Teknik pengambilan data menggunakan teknik wawancara, observasi, studi dokumentasi. Subjek penelitian berjumlahh 6 orang yakni 2 LPMD, 3 orang warga, 1 orang aparatur pemerintahan desa. Berdasarkan hasil temuan penelitian, berkaitan dengan peran utama dari LPMD dalam meningkatkan partisipasi dapat ditentukan bahwa: 1) Peran LPMD dalam meningkatkan partisipasi terdapat beberapa indikator dalam peran yakni fasilitator, motivator, supervisor, komunikator dan administrator. 2) Langkah-langkah LPMD dalam meningkatkan partisipasi masyarakat dapat di tentukan dalam pelaksanaan yaitu antara lain perencanaan dengan melakukan tahapan identifikasi kebutuhan, pelaksanaan sebagai penyelenggara program, kemudian evaluasi sebagai bentuk mengetahui dan mengukur keberhasilan program. 3) Kemudian terdapat faktor pendukung dan penghambat LPMD dalam upaya meningkatkan partisipasi masyarakat yakni Faktor pendukung pengelola LPM berasal dari SDM pengelola LPM dan kerja sama dengan networking yang sudah lama terjalin. Faktor penghambat berasal dari kepengelolaan yang berpusat pada ketua, program yang berjalan apabila terdapat dari masyarakat yang tidak dapat ikut serta berpartisipasi pada jalannya pembangunan di Desa. Kata kunci : Partisipasi Masyarakat, Peran LPMD, Pembanguna ABSTRACT THE ROLE OF VILLAGE COMMUNITY EMPOWERMENT INSTITUTIONS (LPMD) IN IMPROVING COMMUNITY PARTICIPATION IN DEVELOPMENT PLANNING IN TANJUNGWANGI VILLAGE, CIJAMBE DISTRICT, SUBANG REGENCY This research is motivated by the demands that LPMD must have in their role to empower the community, especially increasing community participation in development carried out in the village. The purpose of this study was to determine the role of LPMD in increasing community participation, LPMD's steps in increasing participation, and supporting and inhibiting factors of LPMD in an effort to increase community participation. The theoretical basis in this research is the concept of community empowerment, roles, participation, planning. The method used is descriptive method with a qualitative approach. Data collection techniques using interview techniques, observation, study documentation. The research subjects were 6 people, namely 2 LPMD, 3 residents, 1 village government apparatus. Based on the research findings, related to the main role of LPMD in increasing participation, it can be determined that: 1) The role of LPMD in increasing participation has several indicators in the role, namely facilitator, motivator, supervisor, communicator and administrator. 2) LPMD's steps in increasing community participation can be determined in the implementation, namely, among others, planning by carrying out the stages of identifying needs, implementing as program organizers, then evaluating as a form of knowing and measuring program success. 3) Then there are supporting and inhibiting factors for LPMD in an effort to increase community participation, namely the supporting factors for LPM managers come from human resources for LPM managers and long-standing collaboration with networking. The inhibiting factor comes from management centered on the chairman, a program that runs if there are people from the community who cannot participate in the course of development in the village.
