Abstract

Peraturan Daerah Provinsi Jawa Barat No 1 Tahun 2015 tentang Penyelenggaraan Keolahragaan merupakan dasar dari upaya pembinaan dan pengembangan olahraga di Jawa Barat yang mencakup lima jenis olahraga, yaitu olahraga pendidikan, olahraga prestasi, olahraga rekreasi, olahraga disabilitas, dan olahraga aparatur sipil negara. Fokus penelitian ini hanya pada olahraga pendidikan, olahraga prestasi, dan olahraga rekreasi di Jawa Barat. Tujuan penelitian ini yaitu untuk mendeskripsikan penyelenggaraan kebijakan pembinaan dan pengembangan olahraga, hasil dan dampak, faktor-faktor yang berpengaruh, dan strategi yang efektif digunakan untuk studi kasus di Jawa Barat. Metode kualitatif deskriptif digunakan dalam penelitian ini, dengan pendekatan studi kasus. Observasi, wawancara, dan analisis dokumen dilakukan untuk memperoleh informasi atau data. Teknik analisis data yang digunakan yaitu dengan kondensasi data, penyajian data, dan membuat kesimpulan. Temuannya menunjukkan bahwa (1) upaya penyelenggaraan pembinaan dan pengembangan olahraga pendidikan, rekreasi, dan prestasi sudah dijalankan, akan tetapi masih terdapat kebijakan yang belum terealisasikan, diantaranya yaitu belum adanya sentra pembinaan olahraga pelajar dalam bentuk sekolah khusus olahraga (SKO). Selain itu, prasarana yang belum ada dan sedang diupayakan pengadaannya yaitu wisma atlet di kawasan SPOrT Jabar Arcamanik. (2) hasil implementasi kebijakan pembinaan dan pengembangan olahraga yaitu mencapai target prestasi, yaitu menjadi juara umum dalam multi event nasional (olahraga prestasi, pendidikan, rekreasi), meningkatnya persentase angka partisipasi masyarakat berolahraga (APMO), meningkatnya jumlah tenaga penggerak olahraga (SP3OR), meningkatnya jumlah SDM olahraga yang tersertifikasi, meningkatnya jumlah pembinaan atlet pelajar. Kemudian, dampaknya yaitu meningkatnya kualitas hidup masyarakat Jawa Barat ditinjau dari indeks pembangunan manusia. (3) faktor kekuatan, terdapat bidang yang membawahi tugas pembinaan dan pengembangan olahraga, tersedianya SDM keolahragaan yang unggul (atlet, pelatih, sarjana olahraga), fasilitas yang cukup lengkap. Kelemahan, belum optimalnya alokasi anggaran, kurangnya keterpaduan pembinaan organisasi olahraga masyarakar yang solid, belum dimilikinya Sekolah Khusus Olahraga. Peluang, potensi atlet pelajar pada sentra keolahragaan, korelasi antara olahraga dan kebugaran, profesi yang cukup menjanjikan. Tantangan, olahraga belum menjadi budaya bagi semua kalangan masyarakat, jumlah penduduk dan sebaran yang luas, sarana prasarana keolahragaan di daerah belum optimal, minimnya anggaran. (4) model jaring laba-laba keolahragaan merupakan strategi untuk implementasi kebijakan yang diterjemahkan dari Perda No 1 tahun 2015 tentang penyelenggaraan keolahragaan di Jawa Barat. West Java Provincial Regulation No. 1 of 2015 concerning the Implementation of Sports is the basis of efforts to foster and develop sports in West Java which includes five types of sports, educational sports, elite sports, recreational sports, disability sports, and state civil apparatus sports. The focus of this research is only on educational sports, elite sports, and recreational sports in West Java. The purpose of this study is to describe the implementation of sports development policies, outcomes and impacts, influencing factors, and effective strategies used for case studies in West Java. Descriptive qualitative method is used in this research, with a case study approach. Observations, interviews, and document analysis were conducted to obtain information or data. The data analysis technique used is data condensation, data presentation, and making conclusions. The findings show that (1) efforts to organize and develop educational, recreational, and elite sports have been carried out, but there are still policies that have not been realized, including the absence of a center for student sports coaching in the form of special sports schools (SKO). In addition, the infrastructure that does not yet exist and is being procured is the athlete's guesthouse in the SPOrT West Java Arcamanik area. (2) the results of the implementation of sports development policies, achieving the targets, being the overall champion in national multi-events (elite sports, education, recreation), increasing the percentage of community participation in sports (APMO), increasing the number of sports driving forces (SP3OR), increasing the number of certified sports human resources, increasing the number of coaching student athletes. Then, the impact is an increase in the quality of life of the people of West Java in terms of the human development index. (3) the strength factor, there are fields that oversee the task of developing sports, the availability of superior sports human resources (athletes, coaches, sports graduates), fairly complete facilities. Weaknesses, not yet optimal budget allocations, lack of integrated community sports organization development, do not yet have a Special School for Sports. Opportunities, potential for student athletes in sports centers, the correlation between sports and fitness, professions that are quite promising. The challenges are, sport has not become a culture for all circles of society, the population and wide distribution, sports infrastructure in the region is not optimal, the lack of budget. (4) the sports spider web model is a strategy for implementing policies translated from Regional Regulation No. 1 of 2015 concerning the implementation of sports in West Java.
