Abstract

Sekolah merupakan organisasi penyelenggara proses pendidikan formal yang berfungsi dan bertujuan mencapai peningkatan mutu pendidikan yang sesuai dengan perkembangan IPTEK & era globalisasi ini. Namun kenyataan masih banyak sekolah yang belum mengoptimalkan fungsinya untuk menjadi sekolah yang efektif. Maka sangat diperlukan pengelolaan sekolah yang mampu memfungsikan dan memberdayakan seluruh Sumber Daya Sekolah untuk mencapai tujuan tersebut. Hal inilah yang mendasari pentingnya penelitian terhadap efektivitas sekolah khususnya di Sekolah Dasar Negeri. Penelitian ini bertujuan mengetahui gambaran efektivitas sekolah beserta faktor-faktor yang mempengaruhinya yakni kepemimpinan instruksional kepala sekolah dan iklim sekolah serta menganalisis besaran pengaruh kedua faktor tersebut terhadap efektivitas sekolah. Penelitian di lakukan di SDN Kecamatan Katapang , dengan populasi 30 SDN dengan jumlah Kepala Sekolah dan guru 380 orang dan sampel 95 orang. Metodelogi yang digunakan adalah pendekatan kuantitatif , dengan metode survey, angket dan analisis data yang digunakan analisis korelasi, regresi dan pengujian setiap hipotesis. Kesimpulan penelitian adalah gambaran umum kepemimpinan instruksional kepala sekolah pada kategori sangat tinggi, iklim sekolah pada kategori sangat kondusif, dan efektivitas sekolah pada kategori sangat tinggi. Kepemimpinan Instruksional kepala sekolah dan iklim sekolah berpengaruh positif dan signifikan terhadap efektivitas sekolah. Penelitian ini menemukan indikator yang masih rendah yakni peran kepala sekolah sebagai pemrakarsa inovatif dan kreatif dalam perubahan /kemajuan pendidikan, minat profesional guru,dukungan orang tua, motivasi dan prestasi siswa. Berdasar temuan, penulis merekomendasikan kepada Kepala Sekolah untuk meningkatkan kompetensi, ketrampilan kepala sekolah dan memfungsikan wadah MKKS, kepada guru untuk tumbuhkan komitmen dan dedikasi tinggi sebagai guru profesional, kepada orang tua untuk menjadi mitra sekolah yang solid, dan kepada pemangku kebijakan pendidikan tingkat kecamatan/kota/kabupaten untuk mengadakan program Diklat kekepalasekolahan dan PKB bagi guru agar beberapa indikator yang masih rendah dapat ditingkatkan untuk mendukung pencapaian keoptimalan efektivitas sekolah. Kata kunci: Kepemimpinan Instruksional Kepala sekolah, Iklim Sekolah,Efektivitas Sekolah School is a formal institution which has function and purpose to achieve the improvement of education quality which is suitable with the development of education and technology in this globalization era. However in fact there are still many schools which are not able to maximize their school function into effective school. So that it is really needed school organization which is effectively able to function and empower all school resources to achieve that purpose. This is what underlies the important of the research of school effectiveness especially in elementary public school. This research purpose is to find out the description of school effectiveness with the factors which influence it such as the Head master instructional leadership and school climate. And also analyze the major influence of those two factors toward school effectiveness. The research is done in Katapang Subdistrict Elementary Public School. The population number is 30 elementary school with the total numbers of headmaster and teacher are 380 people. And the sample number is 95 people with headmaster and teacher as the respondent. The methodology used is qualitative approach by using survey,questionnaire and documentation method. Data analyses which are done are correlation analysis, regression analysis and the hypothesis of every examination. The conclusion of this research is the general description about headmaster instructional leadership which is in the highest category, school climate is in very well-regulated condition and school effectiveness is also in very high category. Head master instructional leadership and school climate give positive and quite significant influence toward school effectiveness. In this research is also found indicator of those three variables which are still in low level. They are the role of head master as the person who is innovative and creative in developing and enhancing education, teacher professionalism interest, parent’s support, student motivation and student’s achievement. Based on the findings, writer recommends the headmasters to improve the competence and skill as headmaster and the function MKKS organization for teacher to increase high commitment and dedication as a professional teacher, for parents to be a great school partner, and to the education institutions which are responsible in subdistrict/city/district to arrange training for headmaster and PKB program for teacher so that some low indicators are able to be improved to support the achievement of optimum school effectiveness.
