Abstract

Disertasi ini membahas tentang gambaran manajemen kebijakan dalam implementasi manajemen kinerja pada Kementerian Pendidikan, Kebudayaan, Riset dan Teknologi. Kajian ini bertujuan untuk menganalisis kinerja serta profesionalisme SDM yang dimiliki guna meningkatkan birokrasi yang inovatif. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kuantitatif. Pengumpulan data dilakukan dengan metode survei menggunakan instrumen kuesioner terhadap semua Pegawai Negeri Sipil pada Unit Utama Kemdikbudristek dengan non probability sampling menggunakan teknik sampel jenuh dan sampel insidental. Hasil yang diperoleh dari penelitian ini adalah gambaran dari kinerja Pegawai Negeri Sipil (PNS) dalam meningkatkan perilaku birokrasi inovatif pada level individu dan level organisasi. Data diolah dengan analisis Partial Least Squares Structural Equation Modeling (PLS-SEM) dengan model multiple mediation. Dengan cara pandang birokrasi yang berbasis inovasi dapat diduga bahwa Kemdikbudristek siap menjadi contoh implementasi birokrasi yang inovatif. Sebagai perwujudan perubahan cara kerja pegawai Kemendikbudristek, kepemimpinan, motivasi, dan komitmen organisasional dari seluruh pegawai menjadi pendorong utama dalam hal meningkatkan kinerja pegawai dalam rangka implementasi perilaku birokrasi inovatif. Diperoleh hasil bahwa motivasi sebagai faktor pendorong untuk meningkatkan perilaku birokrasi inovatif. Novelty penelitian ini ialah ditemukan konsep baru Perilaku Birokrasi Inovatif, yaitu melalui penggabungan dua variabel mediasi konstruk kinerja pegawai dan komitmen organisasional, yang kemudian dituangkan menjadi “Model Peningkatan Perilaku Birokrasi Inovatif berbasis Kepemimpinan dan Motivasi melalui Strategi Integrasi Kinerja Pegawai dan Komitmen Organisasional” This dissertation discusses an overview of policy management in the implementation of performance management at the Ministry of Education, Culture, Research and Technology. This study aims to analyze the performance and professionalism of human resources in order to increase an innovative bureaucracy. The method used in this research is descriptive method with a quantitative approach. The data was collected using a survey method using a questionnaire instrument to all civil servants in the main unit of the Ministry of Education, Culture, Research and Technology with non-probability sampling using saturated sampling techniques and incidental samples. The results obtained from this study are a description of the performance of Civil Servants (PNS) in improving innovative bureaucratic behavior at the individual and organizational levels. The data was processed by analysis of Partial Least Squares Structural Equation Modeling (PLS-SEM) with multiple mediation model. From an innovation-based bureaucracy perspective, it can be assumed that the Ministry of Education, Culture, Research and Technology is ready to become an example of innovative bureaucratic implementation. As a manifestation of changes in the workings of its employees, leadership, motivation, and organizational commitment of all employees are the main drivers in terms of improving employee performance in order to implement innovative bureaucratic behavior. The results show that motivation is a driving factor for increasing innovative bureaucratic behavior. The novelty of this research is finding a new concept of Innovative Bureaucratic Behavior, through the combination of multiple mediation construct of employee performance and organizational commitment, further established under the terms of "The Improvement Model of Innovative Bureaucratic Behavior based on Leadership and Motivation through Integration Strategy by Employee Performance and Organizational Commitment"
