Abstract

Penelitian ini didasari bahwa Pendidikan Kewarganegaraan tidak hanya terfokus pada pendidikan formal, akan tetapi harus menyentuh domain di masyarakat. Keterkaitannya dengan budaya adalah warga negara harus mengetahui hak dan kewajibannya khususnya di bidang kebudayaan. Keberadaan budaya lokal yang semakin mengalami degradasi dikarenakan masyarakat kurang peduli dengan budayanya sendiri dan menjadi individualis dan konsumtif. Keberadaan LSM akan memberi inovasi membangun kesadaran masyarakat yang berorientasi pada nilai-nilai budaya lokal. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data menggunakan wawancara, observasi, studi dokumen, dan studi literatur. Partisipan pada penelitian ini ditentukan dengan teknik purposeful sampling. Setelah data diperoleh kemudian dianalisis dengan menggunakan reduksi data, penyajian data, verifikasi, dan penarikan kesimpulan. Hasil dari penelitian adalah keterkaitan Pendidikan Kewarganegaraan di masyarakat dan pengembangan budaya lokal terletak pada perilaku warga negaranya. Pendidikan Kewarganegaraan di masyarakat dilaksanakan melalui LSM Rancage. Program-program Rancage telah membina warga negara memiliki kesadaran dalam mengembangkan budaya lokal. Hasil dari serangkaian program Rancage telah membentuk beberapa kegiatan yang dilakukan secara terus-menerus yaitu pembentukan lembaga khusus penelitian, sosialisasi, penyuluhan, edukasi dan pemanfaatan teknologi yang disebut dengan kampanye budaya. Dalam kegiatan ini proses dinamis dibentuk melalui sebuah interaksi dan aksi. Kampanye budaya juga telah menumbuhkan sikap kepedulian dan tanggungjawab pada warga negara. This study is based on the fact that Citizenship Education is not only focused on formal education but must touch the domain of society. The connection with culture is that citizens must know their rights and obligations, especially in the field of culture. The existence of local culture is increasingly being degraded because the community is less concerned with their own culture and becomes individualistic and consumptive. The existence of NGOs will provide innovation to build public awareness that is oriented to local cultural values. This study uses a qualitative approach with a case study method. Collecting data using interviews, observations, document studies, and literature studies. Participants in this study were determined by a purposeful sampling technique. After the data was obtained, it was analyzed using data reduction, data presentation, verification, and concluding. The result of the research is that the relationship between Citizenship Education (civic community) and the development of local culture lies in the behavior of its citizens. Citizenship Education (civic cis carried out through the NGO Rancage. Rancage's programs have fostered citizens' awareness in developing local culture. The results of a series of Rancage programs have established several activities that are carried out continuously, namely the establishment of special institutions for research, socialization, counseling, education, and the use of a technology called cultural campaigns. In this activity, a dynamic process is formed through interaction and action. Cultural campaigns have also fostered an attitude of caring and responsibility towards citizens.
