Abstract

ABSTRAK AINIA APRILLIYANTI ABNAH (1705817). PERAN ELIT LOKAL TERHADAP MENINGKATKAN PARTISIPASI POLITIK MASYARAKAT (STUDI DESKRIPTIF PEMILIHAN BUPATI TAHUN 2020 DI KECAMATAN INDRAMAYU KABUPATEN INDRAMAYU) Indonesia pada Desember 2020 tengah dihadapkan dengan pelaksanaan Pemilihan Kepala Daerah (Pilkada) secara serentak. Tercatat terdapat 270 wilayah di Indonesia gelar pilkada serentak yang dilaksanakan secara langsung.. Seyogyanya, pilkada merupakan ajang bagi masyarakat untuk menyalurkan aspirasi politik dalam memenuhi haknya untuk memilih pemimpin yang sesuai dengan cita-cita yang diinginkan masyarakat. Namun pada realitanya, pilkada tidak berjalan sesuai dengan yang diharapkan. Rendahnya partisipasi politik masyarakat masih menjadi problematika yang tak terhindarkan. Menghadapi masalah tersebut, berbagai upaya dicoba untuk mengurangi angka rendahnya partisipasi politik masyarakat, salah satunya dengan melibatkan elit lokal. Kharisma dan eksistensi elit lokal di mata masyarakat menjadi peluang bagi terciptanya angka peningkatan partisipasi politik. Melalui daya tarik dan komunikasi yang dilakukan oleh elit lokal, masyarakat dapat terpengaruh untuk mengikuti hal-hal yang dilakukan oleh elit lokal, termasuk dalam bidang politik. Berdasarkan hal tersebut penelitian ini membahas peran elit lokal terhadap meningkatkan partsipasi politik masyarakat. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif. Pengumpulan data pada penelitian ini dilakukan dengan menyebar kuesioner pada 100 responden di Kecamatan Indramayu. Teknik analisis data yang digunakan adalah Analisis Korelasi, Uji Asumsi Klasik, Analisis Regresi Linear Sederhana dan Uji t Parsial. Hasil pada penelitian ini adalah 1) Elit lokal berperan terhadap meningkatkan partisipasi politik masyarakat 2) Keterlibatan elit lokal pada pilkada 2020 tidak mempengaruhi masyarakat dalam menentukan hak pilih 3) Strategi yang dilakukan oleh elit lokal sebagai upaya terhadap meningkatkan partisipasi politik masyarakat adalah dengan melakukan soasialisasi sebagai pendidikan politik bagi masyarakat serta melakukan komunikasi politik kepada masyarakat di Kecamatan Indramayu 4) Dampak keterlibatan elit lokal pada pilkada 2020 adalah meningkatnya partisipasi politik masyarakat di Kecamatan Indramayu. ROLE OF LOCAL ELITES TO INCREASING COMMUNITY POLITICAL PARTICIPATION (DESCRIPTION STUDY OF REGENT ELECTIONS IN 2020 IN INDRAMAYU DISTRICT, INDRAMAYU REGENCY) Indonesia in December 2020 is facing the simultaneous implementation of Regional Head Elections (Pilkada). It is recorded that there are 270 regions in Indonesia holding simultaneous local elections which are held directly. Ideally, the elections are an opportunity for the community to channel their political aspirations in fulfilling their right to choose leaders who are in accordance with the ideals desired by the community. But in reality, the election did not go as expected. The low level of public political participation is still an unavoidable problem. Facing this problem, various efforts were tried to reduce the low number of people’s political participation, one of which was by involving local elites. The charisma and existence of local elites in the eyes of the community is an opportunity for the creation of an increase in political participation. Through the attraction and communication carried out by the local elite, the community can be influenced to follow the things that are done by the local elite, including in the political field. Based on this, this study discusses the role of local elites in increasing community political participation. This study uses a quantitative approach with a descriptive method. Data collection in this study was carried out by distributing questionnaires to 100 respondents in Indramayu District. The data analysis, Classical Assumption Test, Simple Linear Regression Analysis and Partial t Test. The results in this study are 1) Local elites play a role in increasing community political participation 2) The involvement of local elites in the 2020 Pilkada does not affect the community in determining voting rights 3) The strategy carried out by local elites as an effort to increase community political participation is to conduct socialization as political education for the community as well as conducting political communication to the community in Indramayu District 4) The impact of the involvement of local elites in the 2020 Pilkada is the increased political participation of the people in Indramayu District.
