Abstract

Pendidikan inklusif merupakan salah satu bentuk layanan pendidikan yang menggabungkan anak berkebutuhan khusus untuk sama-sama belajar di tempat yang sama dengan anak pada umumnya. Diharapkan sekolah dapat memperhatikan hal-hal yang perlu untuk dipersiapkan dalam pemberian layanan pendidikan inklusif. Tujuan dari penelitian ini yaitu untuk mengetahui faktor-faktor yang menghambat guru dalam pemberian layanan pendidikan inklusif dan upaya yang dilakukan oleh guru dalam mengatasi hambatan tersebut. Peneliti tertarik untuk melakukan penelitian ini karena peneliti melihat masih ada sekolah yang menerima anak berkebutuhan khusus namun layanan pendidikan yang diberikan belum sesuai standar inklusif. Penelitian ini menggunakan pendekatan kualitatif dengan desain penelitian studi kasus. Partisipan dalam penelitian ini berjumlah 3 orang guru yang mengajar anak berkebutuhan khusus di Kota Bandung tepatnya di Kecamatan Sukasari, Kecamatan Sukajadi, dan Kecamatan Bojong Loa Kaler. Teknik pengambilan data menggunakan wawancara dan studi dokumentasi. Hasil dari penelitian ini menunjukkan bahwa diketiga sekolah yang menjadi tempat penelitian tidak terdapat guru yang berlatar belakang pendidikan khusus atau pendidikan luar biasa. Kurikulum yang digunakan di masing-masing sekolah ada yang menggunakan kurikulum IEP dan kurikulum PAUD 2013. Sistem penilian yang dilaksanakan seperti observasi, daftar ceklis dan hasil karya. Sarana dan prasarana yang tersedia diketiga sekolah belum memenuhi standar inklusi, karena beberapa media pembelajaran yang tersedia belum lengkap untuk menstimulasi anak berkebutuhan khusus dan tidak ada ruangan khusus seperti RTR (Resources and Treatment Room). Upaya guru dalam menangani hambatan pemberian layanan pendidikan inklusif dilakukan dengan berbagai cara seperti mengikuti pelatihan, seminar, workshop. Menjalin komunikasi dengan orang tua untuk menyampaikan perkembangan anak. Kata Kunci: Pendidikan inklusif, faktor penghambat, upaya penanganan ABSTRACT IDENTIFICATION OF OF INHIBITING FACTORS IN GIVING INCLUSIVE EDUCATION SERVICE AND EFFORT TO HANDLE IT (Case study research on inclusive kindergarten teacher in Bandung City) Inclusive education is one form of educational services that combine children with special needs to learn together in the same place with children in general. It is expected that schools could pay an attention to things that need to be prepared in providing inclusive education services. The purpose of this study is to find out the factors that prevent teachers in the provision of inclusive education services and efforts made by the teacher in overcoming these problems. Researchers are interested in conducting this research because researchers see there are still schools that accept children with special needs, but the education services that provided are not in accordance with inclusive standards. This study used a qualitative approach with a case study research design. Participants in this study amounted to 3 teachers who taught children with special needs in the city of Bandung precisely in Sukasari District, Sukajadi District, and Bojong Loa Kaler District. Data collecting techniques are using interviews and documentation studies. The results of this study indicate that in the three school of school which is the place of research has no teacher with special education or extraordinary education. The curriculum used in each school has used the IEP curriculum and the 2013 PAUD curriculum. The assessment system carried out such as observation, a list of checklists and works. The available facilities and infrastructure in that three school have not met the standards of inclusion, because some available learning media are not complete to stimulate children with special needs and there are no special rooms such as RTR (Resources and Treatment Room). Teacher's efforts to deal with the problems to the provision of inclusive education services are carried out in various ways such as attending training, seminars, workshops.
