Abstract
Kerentanan terhadap pengambilalihan wilayah hidup masyarakat adat mendorong hadirnya upaya meningkatkan kompotensi kewarganegaraan dalam menyikapi masalah tanah adat wilayahnya. Tinjauan sejarah dan sosiologi terhadap eksistensi masyarakat adat menjadi semakin kabur dalam pertarungan kepentingan pembangunan. Penelitian ini bertujuan mengkaji peranan organisasi Aliansi Masyarakat Adat Nusantara (AMAN) terkait upaya membangun kompetensi masyarakat adat dalam konteksnya bernegara. Peran organisasi menjadi sarana sangat penting dalam menyebarkan, membangun, dan membentuk kompetensi kewarganegraan masyarakat adat yang sebahagian besar belum menerima pendidikan formal. Dalam melaksanakan penelitian mengenai ini peneliti menggunakan pendekatan kualitatif dengan motode penelitian penelitian studi kasus. Penelitian ini dilakukan di sekretariat pengurus besar Aliansi Masyarakat Adat Nusantara (Rumah AMAN) yang berlokasi di Jakarta Selatan, Indonesia. Adapun hasil dalam penelitian menjelaskan bahwa peran Aliansi Masyarakat Adat Nusantara berdampak menguatkan kompensi kewarganegaraan masyarakat adat dalam kaitanya kedudukan sebagai warga negara; Upaya dan kinerja Aliansi Masyarakat Adat Nusantara berdampak atas penguatan kepedulian atas pengelolaan dan semangat eksistensi tanah adat wilayahnya; mendorong moderenisasi pengelolaan dan moderenisasi gerakan mempertanahkan tanah adat. AMAN mendorong partisipasi aktif masyarakat adat untuk ikut mempengaruhi proses pengambilan keputusan publik. Dalam kerja-kerjanya peranan dalam pengembangan kompetensi kewarganegaraan dan memperkuat perjuangan banyak menghadapi hambatan dari kondisi internal masyarakat sampai pada hambatan dari sisi negara. Kehadirnya Aliansi Masyarakat Adat Nusantara memberi dampak terhadap dalam pengembangan kompetensi kewarganegaraan atas masyarakat adat. Fenomena ini memunculkan pengembangan ranah kajian Pendidikan Kewarganegaraan untuk mewujudkan tujuan pembelajaran PKn membentuk warga baik dan cerdas denan sasaran khusus masyarakat adat. Vulnerability to expropriation of indigenous peoples' living areas encourages the presence of efforts to increase citizenship competence in addressing the problem of ulayat land in their territory. Historical and sociological reviews of the existence of indigenous peoples have become increasingly blurred in the struggle for development interests. This study aims to examine the role of the Indigenous Peoples Alliance of the Archipelago (AMAN) organization related to efforts to build the competence of indigenous peoples in the context of the state. The role of the organization is a very important tool in spreading, building, and shaping the citizenship competence of indigenous peoples, most of whom have not received formal education. In carrying out this research, the researcher uses a qualitative approach with the research method of case study research. This research was conducted at the secretariat of the main board of the Indigenous Peoples Alliance of the Archipelago (Rumah AMAN) located in South Jakarta, Indonesia. The results in the study explain that the role of the Indigenous Peoples Alliance of the Archipelago has an impact on strengthening the citizenship competence of indigenous peoples in relation to their position as citizens; The efforts and performance of the Alliance of Indigenous Peoples of the Archipelago have an impact on strengthening awareness of the management and spirit of the existence of their customary lands; encourage the modernization of management and the modernization of the movement to land customary lands. AMAN encourages the active participation of indigenous peoples to influence the public decision-making process. In its work, its role in strengthening civic competence and strengthening the struggle has faced many obstacles from the internal conditions of society to obstacles from the state side. The presence of the Indigenous Peoples Alliance of the Archipelago has an impact on strengthening the citizenship competence of indigenous peoples. This phenomenon gave rise to the development of the realm of Citizenship Education studies to realize the learning objectives of Civics to form good and intelligent citizens with special targets for indigenous peoples.
