Abstract

Kota Dumai merupakan kawasan andalan di provinsi Riau yang akan mendorong perekonomian. Kota Dumai yang terletak di pesisir malaka ini memiliki keunggulan di sektor perikanan dan perminyakan. Hal ini didukung dengan terdapatnya pelabuhan terbaik di Riau dan kilang minyak di Kota Dumai ini. Dalam menunjang sektor-sektor ini, dibutuhkan fasilitas transportasi yang memadai dari kota Dumai ke berbagai daerah lain di Riau. Oleh karena itu pemerintah membangun Jalan Tol Pekanbaru – Dumai untuk mendorong perekonomian. Pembangunan jalan tol ini membutuhkan dana yang tidak sedikit dan melibatkan banyak pihak dalam pendanaannya. Oleh karena itu dilakukan penelitian kelayakan finansial untuk mengetahui keuntungan finansial yang akan didapat saat tol ini beroperasi. Metode kelayakan yang digunakan adalah titik impas, Net Present Value (NPV) dan Internal Rate of Return (IRR). Titik impas pada proyek Tol Pekanbaru-Dumai dengan tarif tol metode PCI terjadi setelah 22 tahun 7 bulan masa pengoperasian, sedangkan untuk tarif tol yang berlaku titik impas terjadi pada 17 tahun dan 1 bulan setelah dimulainya pengoperasian tol. NPV menggunakan tarif tol metode PCI adalah - Rp1.674.442.242.155 dan IRR yang terjadi sebesar 4,99%. Sedangkan untuk tarif tol berlaku NPV yang terjadi adalah sebesar -Rp1.420.908.844.144 dengan IRR sebesar 7,1%. Karena IRR lebih kecil dibandingkan dengan MARR = 15,52%, maka keuntungan yang dihasilkan dari pengoperasian Jalan Tol Pekanbaru – Dumai belum mencapai nilai pengembalian yang diinginkan. Dumai City is a mainstay area in Riau province which will boost the economy. Dumai City, which is located on the coast of Malacca, has advantages in the fisheries and petroleum sectors. This is supported by the presence of the best port in Riau and an oil refinery in Dumai City. In supporting these sectors, adequate transportation facilities are needed from the city of Dumai to various other areas in Riau. Therefore, the government built the Pekanbaru - Dumai Toll Road to boost the economy. The construction of this toll road requires a lot of funds and involves many parties in its funding. Therefore, a financial feasibility study is conducted to determine the financial benefits that will be obtained when this toll road operates. The feasibility method used is the break-even point, Net Present Value (NPV) and Internal Rate of Return (IRR). The break-even point for the Pekanbaru-Dumai toll road project with the PCI method toll rate occurs after 22 years and 7 months of operation, while for applicable toll rates the break-even point occurs at 17 years and 1 month after the commencement of toll operations. The NPV using the toll rate of PCI method is - Rp1.674.442.242.155 and the IRR is 4,99%. Meanwhile, the applicable NPV toll rate was -Rp1.420.908.844.144 with an IRR of 7,1%. Because the IRR is smaller than the MARR = 15.52%, the profits generated from the operation of the Pekanbaru - Dumai Toll Road have not reached the desired return value.
