Abstract

ABSTRAK Penelitian ini berjudul “Analisis Kebutuhan Guru Sekolah Dasar Di Kecamatan Salawu dan Kecamatan Mangunreja Tahun 2020-2025 (Implementasi Social Demand Approach). Jumlah penduduk yang meningkat atau menurun akan berdampak pada kebutuhan pendidikan salah satunya kebutuhan pendidik. Perencanaan terkait kebutuhan guru sangat penting dilakukan karena guru merupakan profesi yang dibatasi oleh masa tugas. Penelitian ini dilatarbelakangi oleh kurang optimalnya pemerataan persebaran jumlah guru Sekolah Dasar, sehingga berdampak pada tidak efektif dan efisiennya penyelenggaraan proses belajar mengajar di sekolah serta berdampak pada tidak tercapainya Standar Tenaga Pendidik dan Kependidikan pada Standar Nasional Pendidikan (SNP). Tujuan dari penelitian ini adalah untuk mengetahui ketersedian guru SD yang dibutuhkan melalui pendekatan social demand di Kecamatan Salawu dan Kecamatan Mangunreja. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif dengan perhitungan proyeksi. Teknik pengumpulan data menggunakan data sekunder dan primer melalui studi dokumentasi dan wawancara. Data yang digunakan adalah data penduduk, siswa, dan guru. Teknik analisis data menggunakan Mathematical Equations Approach dan metode Sprague Multiplier. Hasil penelitian menunjukan bahwa Kecamatan Salawu dan Kecamatan mangunreja masih mengalami kekurangan guru yang mana apabila perhitungan berdasarkan SNP maka Kecamatan Salawu dan Kecamatan Mangunreja pada tahun 2020/2021 membutuhkan 16 guru. Sedangkan perhitungan berdasarkan jumlah rombel yang ada dilapangan tanpa mempertimbangkan jumlah siswa dalam satu kelas maka Kecamatan Salawu membutuhkan 63 guru, sedangkan Kecamatan Mangunreja membutuhkan 10 guru. Rekomendasi dari penelitian ini diharapkan Dinas Pendidikan Kabupaten Tasikmalaya dapat meninjau kembali keadaan guru baik dari segi kuantitas maupun kualitas serta membuat kebijakan mengenai mutasi guru. Kata Kunci: Proyeksi, Kebutuhan Guru, Sekolah Dasar, Social Demand.   ABSTRACT The title of reseach is “Analysis of Elementary School Teacher Needs in Salawu and Mangunreja Sub-Districts in 2020-2025 (Implementation of Social Demand Approach). The increasing or decreasing number of population has impacting the education demand, one of which is the need for educators. Planning related to the needs of teachers is very important because the teacher is a profession that is limited by the period of duty. The background of the research is because of less optimal distribution in spreading elementary school teachers, so that it has an impact on the ineffective and inefficient implementation of the teaching and learning process in schools and has an impact on not achieving the Standards of Teachers and Education at the National Education Standards (NES). The purpose of this study was to determine the availability of elementary school teachers needed through a social demand approach in Salawu and Mangunreja sub-districts. This research is a qualitative research using descriptive with projection calculation. Data collection techniques using secondary and primary data through documentation studies and interviews. The data used are population data, students, and teachers. The data analysis technique uses projections with the Mathematical Equations Approach and Sprague Multiplier method. The results showed that Salawu and Mangunreja Subdistricts still experienced a shortage of teachers which if calculated based on NES, Salawu and Mangunreja Sub-districts in 2020/2021 needed 16 teachers. While the calculation is based on the number of existing groups in the field without considering the number of students in one class, Salawu sub-district requires 63 teachers, while Mangunreja sub-district requires 10 teachers. This research recommends that the Department of Education Tasikmalaya Districts should do observation can the condition of teachers both in terms of quantity and quality and making policy about teachers mutation.
